THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAYS FEBRUARY 20, 1990 AT 7:00 P.M.
AT THE CIBOLO MUNICIPAL OFFICES 109 SOUTH MAIN STREETS CIBOLO,
TEXAS. THE FOLLOWING WILL BE THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :05
p.m.
2. ROLL CALL.
Members present: Jeff Miller, Tino Delgado, Tex
Farnsworth and Mayor Sam Bauder. Members absent: Mark
Buell and Bob Glisar. Staff present : David Walker,
Ann Smith & Chief Suit er.
3. INVOCATION.
Council member Tex Farnsworth gave the invocation.
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
No citizen requested to speak.
5. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING, FEB. 6, 1990 @ 5:00
P.M.
Tex Farnsworth (Jeff Miller seconded) motioned to
approve as presented. All approved. Motion carried.
6. BRIEFING BY MR. WILLIAM LITTLE, MEMBER OF THE GUADALUPE
COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS.
Mr. Little, member of the GOAD, Board of Directors,
came to address the council and staff on the changes in
the Appraisal Review Board and the number of board
members. Mr. Little assured the council that the
budget allocation for this department would not be
exceed and that the board was in the process of review
the 1989 budget to assure that funds were properly
allocated in each area. Also, Mr. Little requested
input from the staff and council for any areas of
improvement or concern. Mr. Little stated that annual
fund balances would be refunded to each entity after
the completion of the audit.
7. APPROVAL/DISAPPROVAL OF CITY/CHAMBER OF COMMERCE YEARLY
CONTRACT.
Jeff Miller (Tino Delgado seconded) motioned to
authorize the mayor to sign an agreement with the
Randolph Metrocom Chamber of Commerce and approved
payment of $130.00 for annual dues. All approved.

9908. RESIGNATION/APPOINTMENT OF CITY FIRE MARSHALL.
Tex Farnsworth (Jeff Miller seconded) motioned to accept the
resignation of Norman Fetterman and to 'approve the
appointment of John Sheppard as fire marshall for the city.
All approved. Motion carried.
9. APPROVAL/DISAPPROVAL OF LEASE AGREEMENT WITH BRACKEN UNITED
-METHODIST CHURCH FOR USE OF CITY - PROPERTY LOCATED ON FM
2252 TO BE UTILIZED AS A CHURCH PARKING LOT-:-^
Tex Farnsworth (lino Delgado seconded) motioned to approve
the contract with the city and the Bracken United Methodist
Church. The contract stipulates that the parcel will be
utilized as a parking lot only, $10.00 per 'year lease and
terms of construction of the parking lot . All approved.
- Motion carried.
10. DISCUSSION/POSSIBLE ACTION ON REPLAC-INO POLICE VEHICLE(S) .
Tino Delgado (Tex Farnsworth seconded) motioned to authorize
the city secretary to take bids for new patrol vehicle(s)
and to check on financing plans . Chief Suiter had stated
that the two Dodge cars were in need of some rather
expensive repairs and that both vehicles had in excess of
130,000 miles each. It was the consensus of the council
that the staff would take bids on new vehicles and come back
to the council with a replacement recommendation. All
approved. Motion carried.

11. DISCUSSION/POSSIBLE ACTION ON RECONSIDERATION OF SEWER RATE
INCREASE STAIR STEP PLAN.
Jeff Miller (Tex Farnsworth seconded) motioned to revoke the
action of September 5 , 1989 to stair-step a proposed
twenty-five percent rate increase in sewer charges from
Cibolo Creek Municipal Authority in the FY 1992-93 budget
year. The first phase of the increase was to have started
April 1 , 1990. It was the decision to delay the increase
until such time as CCMA implemented their increase. All
approved. Motion carried.
12. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth ask if revision had begun on the "schedule of
fines" , discussed the possibility of a CPR Course for staff,
fire dept. and interested parties, the S.A.F.E.S. Fundraiser
on March 18th, the Annual Round-up of the Randolph Field
Area Rotary at the Bluebonnet Palace on March 4th.
Tino Delgado ask about the mowing of weeds during the
spring/summer months in Thistle Creek.
Jeff Miller ask about the progress of construction plans for
the fire department building remodeling.
13. COMMENTS BY STAFF.
David Walker briefed the council on:
(a) update on Loop 539 project and the Dietz Creek Project.
(b) reminded each one of the "Tax Abatement Seminar" hosted
by GVEC at Pat ' s Place on Saturday, February 24th.
(c) discussed the 1990 Census plans.
(d) ask for input to the city newsletter.
