Min CC 03/06/1990 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING OF TUESDAY, MARCH 6, 1990 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL MEETING ON TUESDAY, MARCH 6, 1990 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :00 p.m. 2. - ROLL CALL. Mayor Bauder called roll . All council members were present. Staff present : David Walker, Ann Smith, and Wes Suiter. 3. INVOCATION. Council member Bob Glisar gave the invocation. 4. CITIZENS TO BE HEARD. No citizens were present. 5. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING ON FEBRUARY, 20, 1990. B. CHECK REGISTER FOR FEBRUARY, 1990. Tex Farnsworth (Tino Delgado seconded) motioned to approve the consensus items as presented. All approved. Motion carried. 6. REVIEW BUDGET REPORT ENDING JANUARY 31, 1990. " I Council reviewed the Budget Recap for October 1 , 1989 thru January 31, 1990 showing expenditures in the General Fund were at 32.4% with revenues at 53.60. The Proprietory Fund j(water/sewer) reflect expenditures at 26 .9% with revenues at 29%. Also, the council received a financial report as of February 28, 1990 on designated/undesignated fund balances. 7. APPROVAL/DISAPPROVAL OF APPOINTMENT OF MR. JOSEPH CERVERA TO SERVE ON THE , PLANNING AND ZONING COMMISSION. I " Jeff Miller (Tex Farnsworth seconded) motioned to approve the appointment of Joseph Cervera to fill one of the vacant positions on the planning and zoning committee. All approved. Motion carried. 8. DISCUSSION ITEMS (NO ACTION WILL BE TAKEN ON THESE ITEMS AT THIS TIME) : - i A. INTEREST IN EFFORTS OF A. CENTRALIZED RECYCLING CENTER LOCATED IN THE RANDOLPH METROCOM AREA. B. PARAGON CABLE RATE INCREASE EFFECTIVE MAY 1, 1990. C. ENTEX GAS RATE INCREASE. MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING (Cont'd) Tuesday, March 6, 1990 Mayor Bauder led the discussion on three topics of concern to the citizens of Cibolo: A. From a recent symposium on Solid Waste Solutions, Mr. Mike Moore, Industrial Disposal, Inc. had sent a letter to the Mayor offering a matching fund up to $10,000 for the establishment of a Randolph Community recycling center. The consensus of the council was to work closely with the area cities and the Randolph Metrocom Chamber of Commerce concerning efforts and awareness of the need to recycle. B. In a letter dated February 27, 1990, Paragon Cable gave notification of a- 7.9% rate increase effective May 1, 1990. Council ask if the staff would look into if there was any recourse to the increase. C. Also, proper notification had been filed with the City from Entex Gas of a 0.6% increase in the average residential rate effective April 1, 1990. Entex justification was increase in costs of operation ( insurance etc) . The table presented by Entex stated an increase of $1 .82 per customer per year ( $0.15 per bill ) . 9. THE CITY COUNCIL MAY GO INTO EXECUTIVE SESSION UNDER THE PROVISIONS OF ARTICLE 6252.17 V.T.S.C. , SECTION 2(g) AND (e) : A. ACCEPT RESIGNATION OF PERSONNEL. Tex Farnsworth (Mark Buell seconded) motiori.ed to suspend with the executive session and to accept the resignation of Larry J. Moxley, Public Works Department and leave the filling of the vacancy upto the discretion of the city administrator. All approved. Motion carried. 10. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION. Not required. 11. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth referenced the police department activity report on the amount of recovered property. Council member Farnsworth complimented the police department on their operation. Also, ask about the State Hwy Dept. funding for widening FM 1103/Main Street, ask that the police make periodical checks on the railroad spikes at the crossings to prevent tire damage, brought up a discussion on the First Responder Program in conjunction with the Cibolo Volunteer Fire Department or the Cibolo Police Dept. It was agreed that a letter should be sent to the CVFD givIngcity support of such program and also thanked those attending the Rotary Roundup at the Bluebonnet Palace. Mark Buell invited the Council to attend a promotional event at Kardy' s airport on March 18th at 10:00 a.m. This will be promotional for area pilots of the private air strip. Jeff Miller advised the Council that he would be out of town for a few months directing the construction of his daughters home in Houston but would be in for Council meeting as often as possible. David Walker informed the Council that several construction projects were in the process in the city. The Open Door Baptist Church has obtained building permits for construction of a church off Hackerville Road. The Schertz-Cibolo-Universal City I .S.D. is in the bid process of remodeling and adding facilities to both Wiederstein and Dobie schools in Cibolo. 13. COMMENTS BY MAYOR. Mayor Bauder read several invitations to the Council for local functions. . 14. ADJOURNMENT. Tex Farnsworth (Bob Glisar seconded) motioned to adjourn at 8 :45 p.m. All approved. Motion carried.
