Min CC 07/24/1990 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING ON TUESDAY, JULY 24, 1990 @ 7:00 P.M. THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL MEETING ON TUESDAY, JULY 24, 1990 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. . CALL TO ORDER. Mayor Bauder called the meeting to order at 7 :30 P.M. 2. ROLL CALL. All members were present. Staff present: David Walker, Ann Smith and Chief Suiter. 3. INVOCATION. Council member Tex Farnsworth gave the invocation. 4. CITIZENS TO BE HEARD. No citizens were present. 5. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING ON JULY 10, 1990. Tex Farnsworth (Mark Buell seconded) motioned to approve the consensus items as presented. All approved. Motion carried. 6. APPROVE/DISAPPROVAL ORDINANCE # 384-D, REVISION SCHEDULE OF FINES (MUNICIPAL COURT) . Jeff 1M.1le-,r (Tino Delgado seconded) motioned to approve the revision of fines, effective October 1, 1990. All approved. Motion carried. 7. DISCUSSION/POSSIBLE ACTION ON DROUGHT MANAGEMENT PROCEDURES, IN ACCORDANCE WITH ORDINANCE # 376. Tino Delgado (Bob Glisar seconded) motioned to open for discussion. Mr. Delgado stated that the hours of watering should be changed. David Walker briefed the Council on the requirements of the Edwards Underground Water Committee and stated that he was working on a drought management procedures plan, requiring approval of the Edwards, and that our current ordinance did not met their requirements. After discussion, Jeff Miller (Tino Delgado seconded) motioned to rescind the action of the council at the July 10th meeting, putting Section I-B of the mandatory water conservation and approving implementation of Section I-A, volunteer cutback procedures. All approved. Motion carried. 8. DISCUSSION/POSSIBLE ACTION ON RENOVATION PLANS OF THE CITY HALL ANNEX TO BE USED AS THE POLICE DEPARTMENT. Tino Delgado (Jeff Miller seconded) motioned for discussion. The staff ' s recommendation was that the remaining $4,476.16 from the allocated purchase monies ($30,000 in Certificate of Obligation, 1990) be used for renovation materials, furniture, telephone equipment, etc. The staff requested to do the labor inhouse, along with the volunteer assistance from Mr. Elroy Fey and any others available. THE CITY COUNCIL MAY GO INTO EXECUTIVE SESSION UNDER THE PROVISIONS OF ARTICLE 6252.17 V.T.S.C. , FOR THE FOLLOWING PURPOSES: A. ANNUAL EVALUATION OF CITY ADMINISTRATOR. B. DISCUSSION IN RESPECT TO THE SELL AND VALUE OF REAL PROPERTY BELONGING TO THE CITY OF CIBOLO. 10. RECONVENE IN OPEN SESSION AND TARE NECESSARY ACTION ON THE EXECUTIVE SESSION. The Council reconvened in open session at 8:30 P.M. The following action was taken on items 9A & 9B: 9A. Bob Glisar (Jeff Miller seconded) motioned to approve the annual performance of the City Administrator and to add a 5% salary increase, effective August 1, 1990. Mayor Bauder, as well as the Council, expressed gratitude to David Walker for the fine job that he had done during the last year and that they hoped for many more years. All approved. Motion carried. 9B. Jeff Miller (Tex Farnsworth seconded) motioned to agree to negotiate with Delta Distributing Corp. on the sell of the city owned lot in the Schneider Industrial Park and to grant authority to David Walker, City Administrator, to negotiate the sell price. All approved. Motion carried. 11. COMMENTS BY COUNCIL MEMBERS. Council Farnsworth mentioned that discussion of changing the council regular meeting dates to the 2nd and 4th Tuesday nights and also the possibility of a monthly workshop meeting . The matter will be discussed further at the next council meeting . Tino Delgado ask about repair of streets, potholes and high weed problems . Also, Mr. Delgado ask about crosswalk areas at the schools and about the ordinance governing solitors. All Council expressed a welcome back to Jeff Miller and wished him a speedy recovery from his recent surgery. The Council also express gratitude to the staff for their work on the proposed budget. 12. COMMENTS BY STAFF. Chief Suiter stated that the new patrol cars would be in during the first of August. Also, he acknowledged that a check for $500 from Jungle Labs had been received as a donation to the police department. 13. COMMENTS BY MAYOR. Mayor Bauder mentioned that he had received notification of a budget amendment from the Guadalupe County Appraisal District moving funds to purchase computer equipment/software. Tex Farnsworth (Bob Glisar seconded) motioned to adjourn. All approved. Motion carried.
