Min CC 07/24/1990 - Budget Workshop MINUTES OF CIBOLO CITY COUNCIL BUDGET WORKSHOP OF TUESDAY, JULY 24, 1990 • THE CIBOLO CITY COUNCIL - CONVENED IN A WORKSHOP MEETING ON TUESDAY, JULY 24-, 1990 AT 5:18 P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF DISCUSSION: 1. CALL TO ORDER. Mayor Bauder called the workshop to order at 5 : 18 p.m. 2. ROLL CALL. Council members present at roll call : Bob Glisar, Tino Delgado, Tex Farnsworth and Mayor Bauder. Council members Jeff Miller and Mark Buell arrived later in the meeting. Staff present: David Walker, Ann Smith and Chief Suiter. 3. INVOCATION. Council Member Bob Glisar gave the invocation. 4. CITIZENS TO BE HEARD. . None were present. 5. DISCUSSION OF THE 1990-91 PROPOSED CITY BUDGET. Mayor Bauder introduced the Proposed 1990-91 Budget worksheets. With the 1990 Certified Roll not yet released by the Guadalupe County Appraisal District, revenues from ad valorem taxes could only be estimated. Each line item of revenues and expenditures was reviewed by the Council . The salaries were discussed; however, no definite amount was agreed upon. Mayor Bauder stated that the City Administrator, City Secretary and Police Department needed increasing to be more in line with the responsibilities of their positions and merit. Capital Outlay projects in the amount of $14,600 had been deleted from the budget by the staff prior to the workshop but after calculations of tax rates and receipt of property values it is anticipated that some items could be re-submitted. With still and unbalanced budget, the Council agreed to pay the annual premium of $13, 600 on the new patrol cars from a General Fund Capital Improvement Fund transfer to the proposed revenues. It was agreed that another workshop would be held as soon as tax rolls were available. 6. ADJOURNMENT. _ Tex Farnsworth (Bob Glisar seconded) motioned to adjourn. All approved. Motion carried.
