MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING
OF
JUNE 19, 1990 @ 7:00 P.M.
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, JUNE 19, 1990 @ 7:00 P.M. AT THE
• CIBOLO MUNICIPAL OFFICES, 109 S. MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 P.M.
2. ROLL CALL.
Members present: Mayor Bauder, Councilmen Bob Glisar,
Mark Buell, Tino Delgado. Tex Farnsworth arrived later
in the meeting and Jeff Miller was absent due to illness.
Staff present: David Walker, Ann Smith and Chief Suiter.
3. INVOCATION.
Councilman Bob Glisar gave the invocation.
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
Citizens Carol Yingst, Carrie Hartnett and Gail Douglas
spoke on the interest of re-cycling in Cibolo. Gail
Douglas, also serves the City of Schertz on the
Re-cycling Program Committee and reported that after a
lengthy study; curbside collection for re-cycling was the
recommendation to the Schertz City Council . Mayor Bauder
thanked the citizens for their concerns and stated that
re-cycling, as per item #_6, is an issue that the Council
is studying and hopefully will be implementing a program
soon.
5. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING, JUNE 5, 1990.
Bob Glisar (Mark Buell seconded) motioned to approve as
presented. All approved. Motion carried.
6. PRESENTATION/DISCUSSION BY MR. HENRY GUTIERREZ ON LOCAL
RE-CYCLING VENTURE.
Mr. Henry Gutierrez, Municipal Manager with Moore
Industrial Disposal, Inc. ,, briefed the group on the
various methods of recycling. Discussion centered around
the proposed Recycling Collection Center, to be located
at the old Gutierrez Landfill site on Jack Hayes Blvd and
Borgfeld Road, with plans to open in early July.
7. BRIEFING BY MR. DALE STEIN, TEXAS HIGHWAY DEPARTMENT, ON
• THE PROPOSED LOOP 539 PROJECT.
Dale Stein, Regional Engineer for the Texas Department of
Transportation, came to brief the Council on the Loop 539
project . Mr. Stein stated that plans for the project
started in the early 1970 's. Stein stated that a delay
of 18 months to three years on the project due to
problems with the reguirements (F.E.M.A. ) on the bridge
structure planned for Town Creek. Mr. StOin stated that
all right-of-way had been acquired and possibly Cibolo
would receive a portion of the $95,000 (Certificate of
Obligation, Series 1987) in a refund due to the total
cost of right-of-way being less than projected.

It was the consensus of the council to hold up on bidding.
the relocation of utility lines, required by the loop
project, until a better timetable for construction could
be obtained.
• 8. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth ask if the "thru traffic for commercial
vehicles" and the Schedule of Fines Ordinances had been
revised for the Council 's consideration.
Tino Delgado ask about the capping of the city' s water
well located at Bracken.
9. COMMENTS BY STAFF.
Mr. David Walker briefed the council on the water level
status of the Edwards Aquifer and the area conservation
plans. Mr. Walker also ask for newsworthy items for the
July, 1990 Newsletter.
Ann Smith provided the Council with copies of the
' Guadalupe County Appraisal District Proposed Annual Budget
and ask that they review it for consideration at the next
meeting.
10. COMMENTS BY MAYOR.
Mayor Bauder ask that Jeff Miller be remembered in each
ones prayers. Mr. Miller is hospitalized for a heart
transplant. Mayor Bauder also ask the media to publish
that from June 1st thru August 31st, 1990, Cibolo would
have twice a week garbage collections on Tuesday and
Friday. The mayor announced that the contract was
completed on the purchase of the old post office building
and that the original offer of $25,000 plus closing costs
had been accepted by the seller. Due to the holiday,
Mayor Bauder ask for a consensus on moving the regular
July council meeting dates to the 10th and 24th of July.
All agreed.
11. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
All approved. Motion carried.
