MEETING OF
TUESDAY, JULY 10, 1990
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, JULY 10, 1990 AT 7:00 P.M. AT
THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :00 P.M.
2. ROLL CALL.
Members present : Tino Delgado, Tex Farnsworth, Mark Buell
and Mayor Bauder. Absent: Bob Glisar and Jeff Miller. Mr.
Miller was on excused absence due to surgery and in the
hospital. Staff present: David Walker, Ann Smith and Chief
Suiter.
3. INVOCATION.
Council Member Tex Farnsworth gave the invocation.
4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
No one requested to address the Council.
5. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING JUNE 19, 1990.
B. CHECK REGISTER FOR MAY, 1990.
C. BUDGET RECAP THRU MAY 31, 1990.
Tex Farnsworth (lino Delgado seconded) motioned to approve
the consensus items as presented. All approved. Motion
carried.
6. PRESENTATION/POSSIBLE ACCEPTANCE OF DELTA DISTRIBUTORS INC.
RELOCATION TO THE SCHNEIDER INDUSTRIAL PARK FOR CHEMICAL
DISTRIBUTION SITE.
Mr. Ken Kroger, realtor, introduced Mr. Jim Wooldridge, Vice
President of Operations with Delta Distributors,
Incorporated. Delta is looking at block 1, Schneider
Industrial Park for relocation of their San Antonio
distribution center. It is their plans to construct a
20,000 sq. ft. warehouse, rail site and approximately 19
outside storage tanks. Delta is a chemical distributor with
products sold to various manufacturing companies. Mr.
Wooldridge ' s intent for the meeting was to get the approval
of the city council for this proposed site. Several local
citizens ask questions; however, no one expressed opposition
• to the relocation. _ Chairman of the Planning & Zoning, Clyde
Rutherford"expressed acceptance o his behalf to the plant in
Cibolo. After a presentation by Mr. Wooldridge on the
companies projection in growth, safety and community
involvement and various questions from the Council, Mayor
Bauder ask for a motion on the relocation of the Delta
Chemical Distributors to the Schneider Industrial Park. Tex
Farnsworth (lino Delgado seconded) motioned to approve and
to extend a welcome to the chemical distributors. All
approved. Motion carried.

MAYOR CHANGED ORDER OF BUSINESS AT THIS POINT.
10. ACTION ON ACTIVATION OF DROUGHT MANAGEMENT PROCEDURES.
Tex Farnsworth (lino Delgado seconded) motioned to authorize
the Mayor to implement Section I-B of the mandatory water
conservation ordinance #376. Cutbacks in non-domestic
watering including but not limited to lawn sprinkling, auto
washing and garden watering on an odd-even basis (odd -
Monday,Wednesday & Saturday --- Even # Tuesday, Thursday &
Sunday between hours of 5 :30-9.' 30 A.M. and 9:00 - 11 :00
P.M. ) All approved. Motion carried.
7. INTRODUCTION OF NEW GUADALUPE COUNTY CHIEF APRAISER AND
REVIEW/POSSIBLE ACTION ON THE GCAD PROPOSED 1990 BUDGET.
Mr. Bill Little along with Mrs. Mildred Powers,
presentatives of the G.C.A.D. Board of Directors, introduced
Mrs. Pat Fox, new Chief Appraiser. Mrs. Fox shared some of
her plans on , operation and reorganization of the appraisal
office. Mrs. Fox answered questions concerning the proposed
1991 Budget and stated that a revision would soon be
released to the entities.
8. ACCPET RESIGNATION OF CITY FIRE MARHSALL.
Tex Farnsworth (Mark Buell seconded) motioned to accept,
with regrets, the resignation of John Sheppard as City Fire
Marshall . All approved. Tex Farnsworth (Mark Buell
seconded) motioned to appoint David Walker interim fire
marshall until such time as a volunteer could be found. All
approved. Motion carried.
9. DISCUSSION/POSSIBLE ACTION ON RENOVATION PLANS OF THE CITY
HALL ANNEX TO BE USED AS THE POLICE DEPARTMENT.
Tabled until next meeting.
11 . ACCEPTANCE OF DONATION TO CITY PARK FROM LOCAL CITIZEN.
Tex Farnsworth (Mark Buell seconded) motioned to accept a
donation of $25.00 to the Park Fund from Mr. & Mrs. John
Concordia. Mr. & Mrs. Concordia presented the gift on
behalf of the "police dept. home watch program" which they _
recently utilized during a vacation trip. All approved.
Mayor Bauder extended a thank you to the Concordia' s.
Motion carried.
12. SET DATE FOR 1990-91 PROPOSED BUDGET WORRSHOP(s) .
Mayor Bauder proposed that the first budget workshop be set
• for Tuesday, July 24th at 5 :00 P.M. and that the regular
council meeting follow. All agreed.
13. COMMENTS BY COUNCIL MEMBERS.
Council Member Tex Farnsworth briefed the council on the
last CVADAC meeting. Farnsworth noted that participation in
the Schertz 4th of July parade and Jubilee was good;
however, the Cibolo Fire Truck used in the parade was noted
to be in bad need of paint and new lettering.

14. COMMENTS BY STAFF.
Cheif S
utter reported that the city had its first Bomb
Threat" today at Jungle Lab in the industrial park. Nothing
was found ih the search. The chief noted thank you' s to the
fire departments of Schertz and Cibolo and a special thanks
to the Lackland Bomb Search Team and the sniff dog "Bradley"
for their assistance.
Ann Smith noted that Community Council of South Central Texas
had received funding for a "Head Start Program" and had
chosen Cibolo for their location.
David Walker briefed the council on the letter from the
Health Department giving a favorable mark on their recent
inspection of our water system. Also, read the Guadalupe
County Disaster Plan. Noted a letter from Dale Stein
confirming the funds spent for right-of-way and that a rebate
was due Cibolo on their advance. Also briefed the Council
on a meeting with the Canyon Creek River Authority.
15. COMMENTS BY MAYOR.
The mayor thanked everyone for attending. Also, the mayor
noted the possibility of selling the city owned lot in
Schneider Industrial to the chemical distributors if they
needed additional land for their rail spur.
16. ADJOURNMENT.
Tex Farnsworth (Tino Delgado seconded) motioned to adjourn. All
approved. Motion carried.
