Min CC 08/07/1990 MINUTES OF CIBOLO CITY COUNCIL MEETING OF TUESDAY, AUGUST 7, 1990 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL ' MEETING ON TUESDAY, AUGUST 7, 1990 AT 6:00 P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Bauder called the meeting to order at 6:00 P.M. 2. ROLL CALL. Members present: Bob Glisar, Mark Buell, Tex Farnsworth and Mayor Bauder. Absent due to illness: Jeff Miller, absent to the business - Tino Delgado. Staff present: David Walker, Ann Smith and Chief Suiter. 3. INVOCATION. Council member Tex Farnsworth gave the invocation. 4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each) None 5. CONSENSUS ITEMS: A. MINUTES OF BUDGET WORKSHOP, JULY 24, 1990 AT 5:00 P.M. B. MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING, JULY 24, 1990 AT 7:00 P.M. C. CHECK REGISTER THRU JULY 31, 1990 Tex Farnsworth (Mark Buell seconded) motioned to approve the consensus items with corrections to 5B -- Item 6. Mr. Farnsworth voted "no" - carrying by a vote of 4-1 and Item 10 -- 9A - Mr. Farnsworth voted to approve the annual performance of the City Administrator but opposed the 5% increase at this time. Corrections were so noted and written into the minutes. All approved. Motion carried. 6. ACCEPTANCE/ALLOCATION OF $500 DONATI©fN TO CIBOLO POLICE FROM JUNGLE LABORATORIES, INC. Tex Farnsworth (Mark Buell seconded) motioned tpj- accept the donation with deep appreciation and to utilize the monies for unbudgeted equipment that the department needed. Chief Suiter stated that a 35 mm camera would be purchased plus a flashlight and equipment for the new patrol cars. All approved and expressed a "thank you" to Jungle Lab. Motion carried. 7. DISCUSSION/ANY NECESSARY ACTION ON CIBOLO'S 25TH ANNIVERSARY CE LEBRATION- COMING UP OCTOBER 20, 1990. It was decided that the 25th Anniversary would be celebrated on Saturday, October 20, 1990 with an Open House of the City Hall and newly remodeled Police Station. Discussion of refreshments, entertainment and volunteer helpers were discussed. 8. DISCUSSION/POSSIBLE ACTION ON CHANGING REGULAR CIBOLO :., CITY COUNCIL MEETING DATES. Bob Glisar (Tex Farnsworth seconded) motioned to change the regularly scheduled city council meeting, effective October, 1990, from the first and third to the second and fourth Tuesday evenings at 7 :00 P.M. All approved. Motion carried. 9. COMMENTS BY COUNCIL MEMBERS. c Tex Farnsworth, along with the Council Members, expressed- appreciation to the staff for a good year and a good budget presentation. 10. COMMENTS BY STAFF. David Walker informed the council that the Cibolo Creek Municipal Authority Budget was available for review and that they had reorganized their financial structure so that no rate increases were necessary during 1990-91 . Also, Mr. Walker stated that specifications for street seal coating were being prepared and that three or four streets would be sealed. 11. COMMENTS BY MAYOR. �i Mayor Bauder read a letter from the Secretary of State requesting his signature on a proclamation "Vote 19011 , read a newsletter from the Highway Department on local highway construction and read a letter from AACOG asking for council support in keeping the MAST Air Ambulance in the San Antonio area. 12. ADJOURNMENT. Tex Farnsworth (Bob Glisar seconded) motioned to adjourn. All approved. Motion carried. PASSED AND APPROVED THE 23RD DAY OF AUGUST, 1990.
