MINUTES OF REGULAR 'CIBOLO CITY COUNCIL MEETING

THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, NOVEMBER 27, 1990 AT 7:00
P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET,
CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Bauder called the meeting to order at 7:04 P.M.
2. ROLL CALL.
Present : Mayor Bauder, Tex Farnsworth, Jeff Miller and
Bob Glisar. Absent due to business : Tino Delgado and
Mark Buell .
Staff Present: David Walker
3. INVOCATION.
Council Member Bob Glisar gave the invocation.
4. CITIZENS TO BE HEARD.
None present.
5. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING NOV. 13, 1990.
B. CHECK REGISTER FOR OCTOBER, 1990.
Tex Farnsworth motioned to approve as presented. Jeff
Miller seconded. Motion carried.
6. BRIEFING FROM MR. DALE STEIN, RESIDENT REGIONAL
ENGINEER/SEQUIN, STATE HIGHWAY DEPARTMENT, ON THE
DELAYS/FORECASE FOR THE PROPOSED LOOP 539 CONSTRUCTION
PROJECT.
Mr. Stein informed the council of a cash flow problem
with the Dept . of Highways and Public Transportation
which is having an adverse effect on several projects
including the Loop 539 project in Cibolo. Loop 539 is
approximately a 3 . 7 Million Dollar Project and has not
been funded due to a shortfall of funds. Further
complicating the situation is the removal of gasoline
tanks at Haeckerville Road and FM 78 and the dispute over
the size of bridge structure required over Town Creek.
Until these problems are cleared and utilities moved, it
is unlikely that the Loop 539 project will be considered
for funding . Mr. Stein stated that the monetary shortfall
problem stems primarily from DHPT receiving a lesser
amount of the 15� per gallon gasoline tax and the
withholding of approximately 600 million dollars by the
Federal Highway Administration which is due the state.
Mr. Stein encouraged the City to proceed with utility
moves as the completion of this requirement would remove
an obstacle to funding . He also indicated that it may be
beneficial for the city to voice our opinion on the use
of gasoline tax and licensing fees for their intended
purp9aer ie, highway maintenance and construction. Mr.
Stein will keep the city informed on the status of the
Loop 539 project and in particular to pvogreaa made in
reworking FEMA data.

7. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth questioned if the city had a holiday
schedule and was informed that we had seven ( 7) paid
holidays.
Tex Farnsworth ask if the houses being relocated to Bee
Alley were paying fees and was infromed that two of the
five were paid and the remaining three were inactive.
Mr. Farnsworth ask if building permit fees were charged
for the school additons and was informed that permits
were issued but fees were waived for the schools. Mr.
Farnsworth questioned in other cities waived the fees.
Mr. Farnsworth expressed concern with water standing at
the edge of Werner Street adjacent to the old Green
Valley School.
Mr. Farnsworth suggested that the P & Z be given the
project of enhancing the appearance of Main Street in the
old business district. Mr. Farnsworth also suggested
including in the next newsletter an article on the
expense incurred by the city in handling stray animals.
Mr. Farnsworth ask about the car behind the old bank by
the house.
8. COMMENTS BY STAFF.
David Walker noted that the contract with Thistle Creek
Development Corp. had been returned with the city' s
requested change included. It has been reviewed/approved
by the city attorney and is ready for the Mayor 's
signature.
9. COMMENTS BY MAYOR.
Mayor Bauder discussed the Recycling Program and the lack
of activity. The program needs to be placed on the front
burner. The staff will invite Mike Moore to the next
meeting to discuss possibilities of starting a recycling
in the city.
10. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
Motion carried.
