A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS, APPROVING
SUBMISSION OF A GRANT APPLICATION TO THE OFFICE OF THE GOVERNOR FOR
THE MOTOR VEHICLE CRIMES PREVENTION AUTHORITY (MVCPA) FY2027 SB 224
CATALYTIC CONVERTER GRANT PROGRAM AND AGREEING TO DESIGNATE AN

WHEREAS, The City of Cibolo Council has applied or wishes to apply to the Motor Vehicle
Crimes Prevention Authority (MVCPA) for the FY 27 SB 224 Catalytic Converter Grant
Program; and
WHEREAS, the Motor Vehicle Crimes Prevention Authority (MVCPA) has made funds
available for law enforcement projects for the Catalytic Converter Grant during the 2027
fiscal year; and
WHEREAS, the increased funding source would benefit the City of Cibolo in its endeavor
to reduce crime; and
WHEREAS, under the provisions of the Texas Transportation Code Chapter 1006 and Texas
Administrative Code Title 43; Part 3; Chapter 57, entities are eligible to receive grants from
the Motor Vehicle Crime Prevention Authority to provide financial support to law
enforcement taskforces and agencies for economic motor vehicle theft, including catalytic
converter theft; and
WHEREAS this grant program wilt assist this jurisdiction in combating catalytic converter
theft as well as other motor vehicle -related crime; and
WHEREAS, the City of Cibolo has agreed that in the event of loss or misuse of the grant
funds, the City of Cibolo agrees and assures that the grant funds will be returned in full to
the Motor Vehicle Crime Prevention Authority.
NOW THEREFORE, BE IT RESOLVED and ordered that Thedrick Andres, Sr, Chief of Police,
is designated as the Authorized Official to apply for, accept, decline, modify, or cancel the
grant application for the Motor Vehicle Crime Prevention Authority Grant Program and
all other necessary documents to accept said grant; and
BE IT FURTHER RESOLVED that Steven Schauer, Lieutenant, is designated as the Program
Director and Anna Miranda, Finance Director, is designated as the Financial Officer forthis
grant.
