Call to Order Mayor Latimer called the meeting to order at 6:37p.m. 2. Roll Call and Excused Absences Councilmembers present: Mayor Latimer, McGlothin, R. Roberts, Patterson, Sanchez - Stephens, D. Roberts, and Brown. Councilmember Absent: Cunningham. Councilwoman Patterson made the motion to excuse Councilwoman Cunningham's absence. Motion was seconded by Councilman Roberts. For: All; Against: None. Motion carried 6 to 0. 3. Invocation Invocation was given by Chief Andres. 4. Pledge of Allegiance All in attendance recited the Pledge of Allegiance. S. Proclamations 5.A. Month of Military Child (Ms. Caballero) Councilman McGlothin read the proclamation. 5.B. Proclamation for Eagle Scout Recipient (Parker Gilman/Mr. Bruce Winter) Mayor Latimer read and presented the proclamation to Parker Gilman. 5.C. National Public Works Week (Mr. Gomez) Councilwoman Roberts read and presented the proclamation to staff from the Public Works Department. 5.D. National Police Week (Chief Andres) Councilwoman Brown read and presented the proclamation to officers from the Police Department. 6. Citizens to be Heard Vincent Trifi[to spoke to Council as a student in our district and urged citizens to support the three bonds on the ballot for the school district for upgrades and improvements that are needed throughout the school district. Veronica Golhorn spoke to Council as a volunteer and former student in our school district. She urged all citizens to support the three bonds for the school district for updates, repairs, and improvements that are needed throughout the school district. Abigail Simon spoke as a representative from the Chamber's CORE Leadership class and is glad to be at the meeting to observe. Miguel Vazquez serves as President on the Schertz Cibolo Cemetery Association and spoke of the projects that they have been working on and events they are tryingto coordinate for the cemetery. He would like to collaborate with Cibolo's Historic Committee on future projects for the cemetery. Parker Gilman thanked the Council for their efforts and dedication for the community. He is grateful for his opportunity to serve on the Youth Council. He's thankful for being recognized for obtaining his Eagle Scout. He also expressed the need for the community to support the three school district bonds for much needed repairs throughout the district. 7. Mayor's Follow-up 7.A. Union Pacific sidewalk across railroad track on Main St. Mayor stated that she will leave this item on her agenda until it is completed to ensure the community is aware that it is a priority. 7.B. Follow-up on Regional Drainage in the Saddle Creek Ranch area and FM 1103 area. Mayor spoke aboutthe importance of how multiple developments interact in the water shed overtime. She spoke about the importance of regional partners working together to ensure we are reviewing the way that additional developments affect the water shed as they are built in each jurisdiction within the water shed to prevent flooding. 7.C. Discussion/Update on Council evaluation process for City Manager, City Secretary, City Attorney, and Municipal Court Judge. Mayor received feedbackfrom Council about the evaluation process and opened it up for questions from Council. 8. Consent Agenda - Consent Items (General Items) Councilwoman Roberts made the motion to approve the consent agenda. Motion was seconded by Councilwoman Brown. For: All; Against: None. Motion carried 6 to 0. 8.A. Approval of the minutes from the Council/P&Z Workshop on April 2,2026. 9. Staff Update 9.A. Discussion/Presentation on Overview of Building Inspection Services, History, Scope, and Highlights on Benefits of Building Inspections. (Matt Hanson) Matt Hanson gave a presentation to Council on the overview of Building Inspection Services. 9.13. Administration Mr. Reed reminded Council of the Cibolo Summer Nights Touch -a -truck event Friday, May 1 at 6:30pm. Mr. Reed notified Council that staff is working with the consultant for design proposal for Veterans Park and Niemietz Park Phase 1. Mr. Reed gave a briefing on the status of roads and projects that are currently in progress. S.C. Presentation/Discussion/Direction regardingthe recap of the Strategic Management Workshop held on March 28, 2026, including the action items identified duringthe workshop and the products produced after. Councilwoman Sanchez -Stephens made the motion to allow the products from the Strategic Management Workshop to be posted on the City's website. Motion was seconded by Councilwoman Roberts. Quarterly Report on the use of See Click Fix (Mr. Beekman) Mr. Beekman provided the Council with the quarterly report on the use of See Click Fix and gave the Council opportunity to ask questions. 9.E. Fire Department Monthly Report (March) 10. Executive Session 10.A. Discussion regardingthe duties and responsibilities of the City Attorney. Mayor Latimer called for Councilto convene into Executive Session at 8:04p.m. 11.Open Session Council reconvened into Open Session at 8:36p.m. No action taken. 12. Ordinances 12.A. Approval/Disapproval of an Ordinance providing for the second budget amendment for fiscal year 2025-2026. Councilman McGlothin made the motion to approve the ordinance providing for the second budget amendment for fiscal year 2025-2026. Motion was seconded by Councilman Roberts. For: All; Against: None. Motion carried 6 to 0. 13. Discussion/Action 13.A. Approval / Disapproval of a Financing Plan for the sale of Certificates of Obligation, Series 2026. Councilman McGlothin made a motion to approve the financing plan as presented. Motion was seconded by Councilman Roberts. For: Councilmembers: McGlothin, R. Roberts, Patterson, D. Roberts, and Brown. Against: Councilwoman Sanchez -Stephens. Motion carried 5 to 1. 14. Resolutions 14.A. Consideration and Approval of a Resolution Authorizing and Approving Publication and Posting of Notice of Intention to Issue Combination Tax and Limited Pledge Revenue Certificates of Obligation in the Maximum Amount of $4,500,000 and Other Matters in Connection Therewith. ApprovaUDisapproval of a Resolution authorizingthe submission of a grant application for the Motor Vehicle Crimes Prevention Authority (MVCPA). (Chief Andres) Councilwoman Patterson made the motion to approve a resolution authorizing the submission of a grant application forthe Motor Vehicle Crimes Prevention Authority. Motion was seconded by Councilwoman Sanchez -Stephens. For: All; Against: None. Motion carried 6 to 0. 15. Discussion/Action 15.A. Discussion/Action to approve the Wayfinding Sign Services Agreement between National Sign Plazas, Inc., and the City of Cibolo, Texas, and authorize the city manager to execute the agreement. Discussion/Action on evaluating Safe Routes to School, including possible traffic control improvements or conducting a Warrant Study, for the intersection of Cibolo Valley Drive (CVD) and Kove Lane and approval of funding (up to $5,000) (Councilmember Sanchez -Stephens) Councilwoman Sanchez -Stephens made the motion to evaluate safe routes to school including possible traffic control improvements or conducting a warrant study for the intersection of Cibolo Valley Dr. and Kove Ln. and approve funding up to $5.000. Discussion/Action on traffic control measures for Green Valley Road at Schlather Intermediate School (Councilmember Sanchez -Stephens) Councilwoman Sanchez -Stephens made the motion to approve the traffic control measures for Green Valley Rd. At Schlather Intermediate Schoolwith striping. Motion was seconded by Councilwoman Brown. For: ALL; Against: None. Motion carried 6 to 0. 15.D. Updates from CRWA meeting. (Councilwoman Roberts) Councilwoman Roberts informed Council that the CRWA meeting on April 13 was postponed until April20 and became a teams meeting with little participation due to weather. The construction committee is working on making some corrections to the Hays Caldwell plant due to the wind direction and chemicals used at the plant. They need to make sure that the chemicals are venting properly. The Board of Managers is currently working on the operation of the plant itself. There was a credit card policy that was added to the employee handbook. There was discussion on the budget and discrepancies in the numbers and a hard close on the budget. Nick Shermann was appointed as the CRWA representative for Alliance Water. There was an executive session to discuss some issues. 15.E. Discussion from Councilmembers that have attended seminars, events, or meetings. (Council) Councilwoman Brown attended the Region 7 TML dinner in Floresville, the Chamber Luncheon, the Police awards banquet, and the Challenge Coin fundraiser at Crust Pizza. Councilwoman Roberts attended the Region 7 TML dinner, the Disc Golf Tournament, the plant sale at Pedde Garden, the CRWA budget meeting, the CRWA meeting, the Police awards banquet, and the Volunteer Banquet. Councilwoman Sanchez -Stephens attended the Texas Policy Summit, the Chamber Luncheon, the AACOG Board meeting, the Police awards banquet, the Volunteer Banquet, and a taxpayer budget advocacy workshop. Mayor Latimer attended several meetings, the Chamber Luncheon, the Jordan Pro Elite BRE meeting, the NEP Mayors' Dinner, the Police awards banquet, the Volunteer Banquet, and several ribbon cuttings. Councilwoman Patterson attended two TML trainings, the Region 7 TML dinner, Cibolo Shred Day, the Police awards banquet, the Volunteer Banquet, judged the annual car show, the Windmill Event Center ribbon cutting, and the Challenge Coin fundraiser at Crust Pizza. Councilman McGlothin attended the annual ATC Fiesta reception, the pilgrimage at the Alamo, the battle of flowers parade, the fiesta flambeau parade, the all veterans' memorial, Shred Day, the Police awards banquet, and the Volunteer Banquet. 15.17. Discussion on items the City Council would like to see on future agendas. (Council) 15.G. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the time, date and place of additional special meetings or workshops. (Ms. Chapman) Ms. Chapman update Council on upcoming events. 16. Adjournment Ms. Patterson made the motion to adjourn the meeting at 9:33p.m. Councilman McGlothin seconded the motion.
