Call to Order Mayor Latimer called the meeting to order at 6:30p.m. 2. Roll Call and Excused Absences Councilmembers present: Mayor Latimer, McGlothin, R. Roberts, Patterson, Cunningham, D. Roberts, and Brown. Councilmember absent: Sanchez -Stephens. Councilwoman Patterson made the motion to excuse Councilwoman Sanchez -Stephens' absence. Motion was seconded by Councilwoman Brown. For: All; Against: None. Motion carried 6 to 0. 3.Invocation Invocation was given by Chaplain Larry Monteverde. 4. Pledge of Allegiance All in attendance recited the Pledge of Allegiance. 5. Proclamations S.A. National Sexual Assault Awareness and Prevention Month (Mr. Rossett) Councilwoman Cunningham read and presented the proclamation to Thriving Hearts Crisis Center. 5.6. National Crime Victims' Rights Week (Ms. Story) Councilwoman Roberts read and presented the proclamation to Ms. Story, Crime Victim Liaison for City of Cibolo. S.C. Child Abuse Prevention & Awareness Month (Ms. Meehan/Ms. Williams) Councilwoman Patterson read and presented the proclamation to Guadalupe County Children's Advocacy Center. 6. Citizens to be Heard Steve Schauer thanked the mayor for throwing out the first pitch at open season for BVYA. He introduced one of the league's catcher's that caught the pitch she threw and they provided mayor with a signed softball from the league. Eddie Gonzales represented the Fire Fighters' Association and gave the history of the annual sausage supper put on by the fire department and invited everyone to come join them at this year's supper at Ernie's Patio Baron May 2, 12p.m.-11 p.m. Guy Barrows spoke on the work D&D Contractors did on Deer Creek Blvd. He stated that the street does not drain properly. He feels that the verified numbers were inaccurate and would like someone to check on this issue so the road is not damaged from holding water. Court from the Miss Cibolo pageant spoke to council about their gratitude for support from the city for past pageants and talked about the ways the pageant has helped them and be involved in the community. They asked the council to please consider a grant forthe pageant this year. Debbie Cura, parent to one of the ambassador's and board member spoke to council about the pageant and also requested council to consider giving a grant to the pageant. Christine Mansito spoke to Council about her concerns with Cibolo Animal Control and Cibolo Police Department. She spoke to council about issues she has had with both Animal Control and an officer from the Police Department. Patricia May spoke to Council about her concerns with the incident with Animal Control and "Butter" and other interactions in the past with citizens. She would like to know how the situation will be rectified. She stated that she has helped the shelter in multiple ways in the past, but will no longer advocate for them. Bruce Rea donated his 3 minutes to Jordan Campos. Jordan Campos spoke to the Council about the incident with Animal Control and her dog "Butter". She feels the situation was mishandled and would like to see an independent third party investigation, the release of all records from that day, and policy change and retraining. Deanna Mendez donated her 3 minutes to Ruben Mendez. Ruben Mendez spoke to Council about the incident with Animal Control and his daughter's dog "Butter". He spoke on how the scene looked when they got home and the way the dog was captured and left overnight. He spoke to the dog's injuries and the fact that the dog had to be put down because of them. He wants Council to instruct City Manager to do something regarding this incident. Maggie Titterington spoke on the Bond presentation being presented bythe school board on the agenda. She urges citizens to vote yes for these bonds to improve our local schools. Paige Meloni chose to wait until her presentation to speak. Amber Carlton thanked the council for allowing the Chamber's CORE Leadership class to observe the meeting and shared her gratefulness for the program. Monica Mata and Marion McKenzie were no longer at the meeting. Shari McDaniel gave Council a flier for the upcoming Disc Golf Tournament Saturday, April 18, 8a.m.-1 p.m. There will be a DJ and food trucks. She invites everyone to attend. Enrique Fajardo spoke about the tour that they took of the schools and urges citizens to vote yes to all the bonds forth school district for needed upgrades and repairs to the schools. 7. Strategic Partnership Presentations 7.A. Presentation from Schertz Cibolo Universal City (SCUC) Independent School District (ISD) about the 2026 Bond for SCUC ISD. (Paige Meloni, SCUC ISD Superintendent) Page Meloni, SCUCISD Superintendent, gave a presentation on the bonds on the ballot for the school district and explained what a bond election is, how it works, and why to hold a bond election. She explained what each of the bonds were for and how they would help the schools in our district. 8. Consent Agenda - Consent Items (General Items) Councilwoman Cunningham made the motion to approve the consent agenda. Motion was seconded by Councilwoman Patterson. For: All; Against: None. Motion carried 6 to 0. 8.A. Approval of the minutes from the March 7, 2026, Council Workshop 8.B. Approval of the minutes from the March 24, 2026, joint workshop. 8.C. Approval of the minutes from the March 28, 2026, Strategic Management Workshop. 8.13. Approval of the minutes from the March 24, 2026, regular Council meeting. 9. Mayor's Follow -Up S.A. Union Pacific sidewalk across railroad track on Main St. Mr. Reed will give an update on this item during his staff update. 10. Staff Update Mr. Reed notified Council of a property cleanup on Haeckerville Rd. on April 18. Mr. Reed thanked Council and Mr. Hugghins for attending the CCMAtour on April 13. He reminded Council of the GBRA tour on May 6. Mr. Reed's office will be coordinating a tour for CRWA. Mr. Reed informed Council that city staff is working to bring an agreement for the City wayfindingsign program based on the outcome of the competitive proposal process. No out-of-state staff travel at this time. 10.A. CM Admin Update 10.13. Police Department 11. Discuss ion/Action 11.A. Discussion/Action on approval of the Niemietz Park and Veterans Memorial Park Master Plans and authorization for the City Manager to proceed with construction plan development. (Ms. Hernandez/Kimley-Horn). Councilman McGlothin made the motion to approve item 11A. Motion was seconded by Councilwoman Cunningham. For: All; Against: None. Motion carried 6 to 0. 11.B. Discussion/Action on approving funding for Old Town/Downtown lighting improvements (LED lantern toppers) as recommended by the Cibolo Economic Development Corporation (CEDC). Discussion/Action on evaluation process for Council appointed positions (City Manager, City Secretary, City Attorney, Municipal Court Judge). (Mayor Latimer) Councilwoman Cunningham made the motion to approve the performance evaluations as presented with the addition of timeliness to the attorney's performance evaluation and to have it brought back at the first meeting in May. Discussion/Action for City Council to approve the FY26 Capital Improvement Program (Mr. Gomez) Councilwoman Cunningham made the motion to approve item 11 D. Motion was seconded by Councilman McGlothin. For: All; Against: None. Motion carried 6 to 0. 11.E. Discussion/Action to approve an Additional Service Request with EIKON Consulting Group, LLC, for professional design services for the Public Safety Facility Project in an amount not to exceed $150,045 and authorize the City Manager to execute the associated change orderfor$150,045. Discussion/Action on updating the FLUM along portions of the FM 78 and IH 10 corridors to reflect neighborhood commercial, regional activity center, or light industriaUbusiness park place types. (Mayor Latimer) Councilwoman Roberts made the motion to approve the beginning of a discussion with Mr. Vasquez to Look at the amendment possibilities of the City's FLUM. Councilwoman Patterson seconded the motion. For: ALL; Against: None. Motion carried 6 to 0. 11.G. Discussion from Councilmembers that have attended seminars, events, or meetings. (Council) Councilman McGLothin has met with several business owners to solicit sponsors for the Coin Design/Scholarship Competition. While doing so, he has discussed the status of their business and how they can be helped or introduced to other business owners in the area for collaboration opportunities. Councilwoman Patterson attended the Vietnam War Veteran awards ceremony, the Pinwheels placement for childhood abuse prevention month, SCUCISD tour regarding the upcoming bonds, Texas Policy Summit, CCMA tour, two TML classes, and immersion briefing and ride along with Cibolo PD. Councilwoman Cunningham has taken several online TML sessions, met with Tri-County Chamber on opportunities for partnership, and done neighborhood drive-throughs to check for any issues. Councilwoman Roberts went to part one of the TML Leadership Academy and met with local businesses for the Coin Design/Scholarship Competition. Councilwoman Brown attended the Texas Policy Summit, visited SAHRC, participated in subcommittee meetings, attended the elected officials tour of the schools, met with Mr. Reed, Mayor, and Councilwoman Sanchez -Stephens on some road issues, and met with developers about upcoming developments. Mayor went to several luncheons and ribbon cuttings, met with Fire Chief, and attended the Texas Policy Summit. 11.H. Discussion on items the City Council would like to see on future agendas. (Council) Councilwoman Patterson would like a future special meeting for an executive session to discuss the fire department personnel matters, the animal services personnel matters, and the duties and responsibilities of the City Attorney. 11.1. Discussion/Action on the review and confirmation of all upcoming special meetings and workshops and scheduling the time, date and place of additional special meetings or workshops. (Ms. Chapman) Ms. Chapman updated Council on upcoming events. 12. Executive Session Mayor Latimer called for Council to convene into Executive Session at 9:29p.m. 12.A. Discussion regarding the duties and responsibilities of the City Manager. 13.Open Session Council reconvened into Open Session at 10:16p.m. No action taken. 14.
