Min CC 01/08/1991 r MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING OF TUESDAY, JANUARY 8, 1991 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL MEETING ON TUESDAY, JANUARY 8, 19991 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :00 P.M. 2. ROLL CALL. All members of the Council were present. Staff present: David Walker and Ann Smith. 3. INVOCATION. Council member Tex Farnsworth gave the invocation. 4. CITIZENS TO BE HEARD. (Limit 3 Minutes Each) No citizens were present . 5. CONSENSUS ITEMS: A. MINUTES OF DECEMBER 11, 1990. B. CHECK REGISTER THRU DECEMBER, 1990. Tex Farnsworth motioned to approve as presented. Jeff Miller seconded. All approved. Motion carried. 6. DISCUSSION/POSSIBLE ACTION ON 1991 HOLIDAY SCHEDULE FOR - CITY "OFFICES. Tex Farnsworth motioned to open for discussion. Bob Glisar seconded the motion. Council member Farnsworth recommended extending the present seven paid holidays by an additional two holidays. After discussion, it was suggested that Veteran ' s Day be added to the holidays and that one additional "floater" holiday which would be voted on annually by the staff each year. The floater would come from the remaining holidays or closing on the area governmental holiday calendar. Council member Farnsworth motioned to approve amending the current holidays schedule to include Veteran ' s Day and one floater. Mark Buell seconded the motion. All approved. 7. DISCUSSION/ACTION ON ORDINANCE PROVIDING FOR A WATER CONSERVATION PROGRAM AND DROUGHT MANAGEMENT PROGRAM. Tex Farnsworth motioned to adopt the ordinance providing for a water conversation program and drought management program. Jeff Miller seconded the motion. All approved. Motion carried. 8. COMMENTS BY COUNCIL MEMBERS. Council member Farnsworth ask about the old ordinances that are missing and if any of those were pertaining to stop signs. None of the missing ordinance, as for as can be noted, pertain to traffic. Also, on the same line, Mr. Farnsworth ask if the ordinance included the stop sign at the post office street. MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING: Council member Bob Glisar distributed pamplets from the Child Protection Program and stated that an informative program on the subject was offered by the group and suggested that the Council host a future meeting for area PTA directors, school administration and citizens. Council member Jeff Miller noted that the ROAD Foundation needed support thru local organization/club to give awareness to the services they could provide such as the buttons that they made for the 25th anniversary. 9. COMMENTS BY STAFF. Ann Smith noted that proposal ' s would be taken and submitted to the Council for the 1991 official newspaper. Councilmember Farnsworth suggested that we leave it as is -- official newspapers being the Recorder Times and Herald. David Walker briefed the Council on current happening in the city: a. The filming of AirLife ' s promotional video recently completed in the Schneider Industrial Park. b. Many pot holes plague the area but due to all the rains the staff has not been able to work on them. C. Construction on five houses are starting up this month. d. The concession stand roof in the park is in bad need of replacement with a cost to repair in the range of $3, 500. 10. COMMENTS BY MAYOR. Mayor Bauder suggested that Keith Pyron, Engineer with W.H. Mullins, Inc. , be contacted to provide an estimate cost of resurfacing and improving drainage on Main Street. 11. ADJOURNMENT. Council member Tex Farnsworth (Bob Glisar seconded) motioned to adjourn. All approved. Motion carried. PASSED AND APPROVED THE 22ND DAY OF JANUARY, 1991.
