1. Call to Order
Mayor Latimer called the meeting to order at 6:32p.m.
2. Roll Call and Excused Absences
Councilmembers present: Mayor Latimer, McGlothin, R. Roberts, Patterson, Cunningham,
Sanchez -Stephens, D. Roberts (arrived at 6:40p.m.), and Brown.
3.Invocation
Pastor Jimmy Turner offered the invocation.
4. Pledge of Allegiance
All in attendance recited the Pledge of Allegiance.
5. Presentation of Awards/Recognitions
These items were tabled until a future meeting.

6. Proclamations
6.A. Community Action Month (Corrie Martin)
Councilwoman Sanchez -Stephens read the proclamation.
6.13. Schertz-Cibolo Cemetery Week (Miguel Vazquez)
Mayor Latimer read the proclamation and presented it to Mr. Vazquez.
6.C. Mental Health Awareness Month (Officer Pineda)
Councilwoman Patterson read the proclamation and presented it to Officer Pineda.
7. Citizens to be Heard
Ms. Dominique Harmon with the Guadalupe County Master Gardners thanked the Council
for lettingthem have their plant sale and gave them a briefing on how it went. She told
Councilthe garden has been damaged with the flooding from recent rains, but thatthey
would be working on restoringthe garden to its prior state.
Mr. Terry Hinze thanked those on Council who participated in the car show as judges and
gave a briefing on the car show events.
Ms. Devan Christensen introduced herself as part of the Chamber CORE Leadership class
and stated that she was here to observe the meeting.
Ms. Krystal Haynes introduced herself as part of the Chamber CORE Leadership class and
stated that she too was here to observe.
8. Consent Agenda - Consent Items (General Items)
Councilwoman Brown made the motion to approve the consent agenda. Motion was
seconded by Councilwoman Cunningham. For: All; Against: None. Motion carried 7 to 0.
8.A. Approval of the minutes from the April 14, 2026, meeting.
8.B. Approval of the minutes from the April28, 2026, meeting.
8.C. Approval of the minutes from the April28, 2026, special meeting.
9. Mayor's Follow -Up
9.A. Union Pacific sidewalk across railroad track on Main. St.
Mayor Latimer stated that she would keep this item on each agenda until completion to
keep it at the forefront of everyone's attention.
9.B. Economic Development/Council highlights on recent events.
Mayor Latimer spoke on the Economic Development board engaging with the Greater San
Antonio Chamber in sponsoring the Generals tent at the air show as it was a great
opportunity to connect with businesses in the San Antonio area and resulted in
appointments already set up for the Mayor to discuss opportunities. Several Council and
EDC members got the opportunity to participate in the SAMA trade show which offered the
chance to speakto several businesses on potential future opportunities.
10. Staff Update
10.A. Presentation by Judge Ed Phillips on Municipal Court. (Judge Ed Phillips)

Judge Ed Phillips gave Council a briefing on himself, his career, and municipal court
operations.
10.B. Administration
Mr. Reed briefed Council thatthere was no upcoming out of state travelfor staff, butthat
he had overlooked one atthe past meeting as one of our police officers had to attend Tyler
Technologies National Conference in April since he oversees that program.
The Public Works Director position has been posted on multiple job listing sites, and the
first round of interviews should begin on May 26.
Mr. Reed reminded the Council that the rescheduled Cibolo Summer Nights Touch -a Truck
event will be Friday, and the first 100 children will receive a safety vest.
Mr. Reed briefed Council on the status of CIP projects.
10.C. Police Department
11. Executive Session
Mayor Latimer called for Council to convene into Executive Session at 7:16p.m.
11.A. Discussion on the Grand Prairie vs. State of Texas lawsuit.
11.B. Discussion, pursuant to 551.074 (Personnel Matters), regarding the duties and
responsibilities of the City Manager per Section 3.07 of the City Charter, regarding Fire
Apparatus Operator, Fire Chief and the application of personnel policies and how the
application of policies may affect department operations, including the appropriate
use of City property.
11.C. Discussion regarding the duties and responsibilities of the City Attorney.
12.Open Session
Council reconvened into Open Session at 8:38p.m. No action taken.
13. Resolutions
Councilman McGlothin made a motion to approve a resolution by the City Council of the
City of Cibolo, Texas ratifying a resolution for a grant application to the Office of the
Governor for the Cybersecurity Grant Planning Project and designating an authorized
official. Motion was seconded by Councilwoman Roberts. For: All; Against: None. Motion
carried 7 to 0.

13.A. Approval/Disapproval of a Resolution by the City Council of the City of Cibolo,
Texas ratifying a resolution for a grant application to the Office of the Governor for the
Cybersecurity Grant Planning Project and designating an authorized official. (Mr.
Beekman)
14. Discussion/Action
14.A. Discussion/Action to consider a Petition for Release of Area from the City of
Cibolo, Texas, Extraterritorial Jurisdiction (ETJ) of two tracts of land totaling 23.329
acres, located in the Pedro San Miguel Survey Number 256, generally located at 5711
Green Valley Road, known as Ortiz tract.
No action taken.
14.8. Discussion/Action to approve a Professional Services agreement with Kimley-
Horn for the Preliminary Engineering and Schematic Design of Wiedner Road
Expansion (Town Creek/Bentwood Pass to FM1103) and authorize the City Manager to
execute the agreement in amount not to exceed $1,394,855 (Mr. Al Haddad)
Councilwoman Cunningham made a motion to approve item 1413. Motion was seconded by
Councilman McGlothin. For: All; Against: None. Motion carried 7 to 0.
U.C. Discussion/Action to approve a Professional Services Agreement with Kimley-
Horn for the Citywide Pavement Condition Index (PC[) Study base bid in an amount not
to exceed $151,535, with consideration of add alternates for a total amount not to
exceed $249,094, and authorize the City Manager to execute the agreement (Ms.
Hernandez)
Councilwoman Cunningham made the motion to approve Item 14C. Motion was seconded
by Councilman McGlothin. For: All; Against: None. Motion carried 7 to 0.
14.D. Discussion/Action to authorize the City Manager to execute a Purchase Order
with Closner Equipment Co., Inc. for the purchase of a new Carlson CP85 Commercial
Paver in the amount of $283,666.64. (Ms. Hernandez)
Councilwoman Roberts made the motion to approve the authorization of the City Manager
to execute a purchase order with Closner Equipment Co., Inc. for the purchase of a new
Carlson CP85 Commercial Paver in the amount of $283,666.54. Motion was seconded by
Councilwoman Cunningham. For: Councilmembers: McGlothin, R. Roberts, Patterson,
Cunningham, D. Roberts, and Brown; Against: Councilwoman Sanchez -Stephens. Motion
carried 6 to 1.

14.E. Discussion/Action to authorize the City Manager to execute a Purchase Order
with Motorola Solutions for the purchase of fifty (50) Police APX NEXT ALL BAND
Radios and sixteen (16) Fire APX NEXT XN Signal Band Radios in the amount of
$748,247.00. (Chief Andres & Chief Troncoso)
Councilman McGlothin made the motion to approve Item 14E. Motion was seconded by
Councilwoman Brown. For: All; Against: None. Motion carried 7 to 0.
14.F. Discussion/Action regarding written consent and authorization for the City
Attorney to represent the City of Cibolo regarding the Cibolo Valley Local Government
Corporation (CVLGC) Management of Assets and authorize the City Manager to
execute the attached letter.
Councilwoman Sanchez -Stephens made the motion to not authorize the City Attorneyto
represent the City of Cibolo regarding the Cibolo Valley Local Government Corporation
(CVLGC) Management of Assets and not authorize the City Manager to execute the
attached letter. Motion was seconded by Councilwoman Roberts. For: All; Against: None.
Motion carried 7 to 0.
14.G. Discussion from Councilmembers that have attended seminars, events, or
meetings. (Council)
Councilman McGlothin tried the newly opened Max and Louie's and has worked with Chief
Andres and the Police Department to address some safety concerns in Foxbrook.
Councilman Roberts went to the opening of Max and Louie's and attended the SAMAtrade
show.
Councilwoman Patterson attended the 011iewoods Grand Opening, the opening of Max and
Louie's, GBRA Water Tour, the air show, and has worked with CPD on some speeding
concerns.
Councilwoman Cunningham attended Shred Day, the mulch giveaway, the disc golf event,
the plant sale, the Volunteer Banquet, the Youth Council meeting, the CFD sausage supper,
and met with the Lion's Club about expanding some projects in Cibolo. She also metwith
members from the Tri-County Chamber about doing an eventthat will help with
scholarships in the city. She also attended the SCUCISD Art Show.
Councilwoman Sanchez -Stephens attended the air show, the GVSUD Public Hearing, the
SAMAtrade show, the GBRA Water Tour, and the opening of Max and Louie's.
Councilwoman Roberts attended the CRWA meeting, the Parks and Rec meeting, ACE
Hardware, and the GVSUD Public Hearing.

Councilwoman Brown attended the air show, the Chamber Golf Tournament, meetings
with city leadership, and Max and Louie's opening. She also spoke to several youth across
the sister cities on leadership.
Mayor Latimer attended many of the same events and has worked with Economic
Development to continue to bring business into the city.
14.H. Discussion on items the City Council would like to see on future agendas.

14.1. Discussion/Action on the review and confirmation of all upcoming special
meetings and workshops and scheduling the time, date and place of additional
special meetings or workshops. (Ms. Chapman)
Ms. Chapman updated Council on upcoming events.

Councilman McGlothin made the motion to adjourn the meeting at 10:00p.m. Motion was
seconded by Councilwoman Roberts. For: All; Against: None. Motion carried 7 to 0.
