Min CC 03/12/1991 113 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING ON TUESDAY, MARCH 12, 1991 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY COUNCIL MEETING ON TUESDAY, MARCH 12, 1991 AT 7:00 P.M AT THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :00 P.M. 2. ROLL CALL. Members present: Jeff Miller, Bob Glisar, Tex Farnsworth and Mayor Bauder. Absent due to business : Tino Delgado and Mark Buell . Staff present: David Walker, Ann Smith and Chief Suiter. 3. PLEDGE OF ALLEGIANCE. Mayor Bauder led the pledge. 4. INVOCATION. Council Member Bob Glisar gave the invocation. 5. CITIZENS TO BE HEARD. No citizen requested to speak. 6. CONSENSUS ITEMS: A. MINUTES OF FEBRUARY 26, 1991. B. CHECK REGISTER THRU FEBRUARY, 1991. Bob Glisar (Tex Farnsworth seconded) motioned to approve the consensus items as presented. All approved. Motion carried. 7. PROCLAMATION HONORING THE R.O.A.D. FOUNDATIb ."MOF CIBOLO ON THEIR FIRST ANNIVERSARY. Mayor Bauder read and signed a proclamation honoring the ROAD Foundation and Cibolo on their first anniversary and thanked the group for their contribution to the city. 8. STATUS REPORT OF THE GUADALUPE COUNTY APPRAISAL DISTRICT FROM PAT FOX, CHIEF APPRAISER. Mrs. Pat Fox apologized to the City Council for the problems that an "out of court settlement" on the NCNB Property located at FM 3009 and Dietz Road had created for the City. She stated that she had not looked at the impact such a reduction in levy would create. Mrs. Fox briefed the Council on the various changes at the GCAD since her employment in May, 1991 . A proposed change in calculating the entities allocations to the GCAD was presented to the Council . Mrs. Fox stated that she felt values in Guadalupe County would balance out over the next two years in the appraisals. Some values appear to be too high and some too low. The Mayor thanked Mrs. Fox for her attendance. MAYOR BAUDER MOVED THE ORDER OF BUSINESS: 111 Council Meeting of March 12, 1991 (Cont'd) 11. REQUEST FROM TERRI GARZA, 119 ELM STREET, CIBOLO TO ADDRES THE CITY COUNCIL ON BURNED OUT HOUSE AT 121 ELM STREET. Terri Garza requested support from the City Council in remedying an unrepaired burned house next door to her residents. The house burned approximately two years ago and no renovations have started todate. The house being a health and safety hazard has been a continuous problem with high grass and weeds . Mrs. Garza stated that seh felt enough time had passed for something to be done. Farmer ' s Home Adminsitration had given the owner a two year moratorium on payments in order that he could rebuild the home. The Council assured Mrs. Garza that the would have the City Attorney research all avenues available to reach a speedy solution. 9. APPROVAL/DISAPPROVAL AMENDMENTS TO THE CITY PERSONNEL MANUAL. Tex Farnsworth (Bob Glisar seconded) motioned to approve the amendments to the Personnel Policy Manual, Sections 4.01 & 4.02 and adding 4.03. Also revising 6.00 and added 6.09 and 6. 10. All approved. Motion carried 10. APPROVAL/DISPAPPROVAL ADOPTION OF ORDINANCE # 427 ESTABLISHING SCHOOL ZONES, SPEED LIMITS, HOURS ENFORCED AND PENALTY OF FINE AND RECINDING ORDINANCE # 368. Tex Farnsworth (Bob Glisar seconded) motioned to approve ordiance # 427 and recind Ordinance #368. All approved. Motion carried. 12. BRIEFING/DISCUSSION ON GUADALUPE VALLEY ELECTRIC COOPERATIVE FRANCHISE AGREEMENT/CONTRACT FOR STREET LIGHTING. Tex Farnsworth (Jeff Miller seconded) motioned to open for discussion. David Walker discussed the few changes in the agreement and the contract for street lighting. Mr. Walker stated that the city attorney was reviewing the agreements and ask the Council to review them and that a representative from GVEC would attend a later meeting to discuss and consider action. 13. APPROVAL/DISAPPROVAL OF CHAPTER FOUR, EMERGENCY VEHICLE OPERATION, OF THE POLICE PROCEDURE MANUAL. Tex Farnsworth (Jeff Miller seconded) motioned to open for discussion. Council member Farnsworth ask for clarification on several sections. Council Member Farnsworth (Jeff Miller seconded) motioned to approve. All Approved. Motion carried. 14. APPROVAL/DI SAPROVAL FINANCIAL SUPPPORT AND/OR A- RESOLUTION SUPPORTING THE SAMUEL CLEMENS HIGH SCHOOL PROJECT GRADUATION PARTY. Tex Farnsworth (Jeff Miller seconded) motioned to approve a resolution support the "project graduation party" . Mayor Bauder stated since this was not a budgeted item - no funds were allocated for this year. The mayor urged the citizens to participate in support for this project. All approved the motion. 109 Council Meeting of March 12, 1991 (Cont'd) 15. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth ask that the Planning & Zoning Committee review the zoning/subdivision ordinance and revise any areas that needed clarifying. Jeff Miller noted that he would attend the TML Region 7 meeting at Kirby on March 23rd. 16. COMMENTS BY STAFF. David Walker briefed the Council on the following : Spring Clean Up set for March 23rd thru March 31st. Historical Markers are ordered. Green Valley Water Coop Meeting in Marion. TML Region VII Meeting in Kirby. Texas Highway Dept. Newsletter. CCMA Industrial Waste Permit. Awarded concession stand repair contract to Fey' s Home Improvement . Tomy & Hedwig Meek recently celebrated their 67th Anniversary 17. COMMENTS BY MAYOR. Mayor Bauder had no comments. 18. ADJOURNMENT. Tex Farnsworth (Bob Glisar seconded) motioned to adjourn.
