TIE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
CITY COUNCIL MEETING ON TUESDAY, MARCH 26, 1991 AT 7:00 P.M. AT
THE CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO,
TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS:
1 . C1LL TO ORDER.
Mayor Pro Tem Tex Farnsworth called the meeting to order at 7:00
P.M.
2. ROLL CALL .
Members present: Mayor Pro Tem Farnsworth, Jeff Miller, Bob
Glisar11 Mark Buell, Tino Delgado. Absent due to business: Mayor
Bauder. Staff present: Ann Smith
3. PLEDGE OF ALLEGIANCE.
Council member Mark Buell led the Pledge.
4. I VOCATION.

Councimember Bob Glisar gave the invocation.
5. C TIZENS TO BE HEARD. (Limit 3 Minutes Each)
No citizens were present for comments.
. 6. CONSENSUS ITEMS:
A. MINUTES OF MEETING, MARCH 12, 1991 .
Bob Glisar (lino Delgado seconded) motioned to approve the
consensus item as presented. All approved. Motion carried.
7. PRESENTATION BY REPRESENTATIVES FROM THE RANDOLPH METROCOM
CHAMBER OF COMMERCE ON CURRENT ACTIVITIES - JOHN NIC KENS-
AND WANDA J. SWEATT.
Mr. John Nickens, Administrator of Village Oaks Hospital and
WandaSweatt, with the Randolph Metrocom Chamber of Commerce
presented a packet to each council member and announced that the
chamber was in a "re-structuring year" . Mr. Nickens requested
more input from the entities that make-up the metrocom. One area
of improvement is in the economical development of the metrocom.
Mrs. Sweatt stated that the board would be moving from
city-to-city to hold their meetings and that a meeting was
scheduled at Cibolo soon. Mayor Pro Tem Farnsworth thanked both
parties for their encouragement. Kerry Sweatt, City Manager of
Schertz, also attended with Mrs. Sweatt and Mr. Nickens.
8. APPROVE/DISAPPROVE REQUEST TO USE CITY PARK AND WAIVER OF
FEES ON SUNDAY, JUNE 9, 1991 FOR THE ANNUAL PICNIC OF THE
C�BOLO LODGE # 147 - SONS OF HERMANN.
Tino Delgado (Mark Buell seconded) motioned to approve the
request and waive any fees for the event. All approved. Motion
carried.
9. APPROVE/DISAPROVAL REQUEST FROM SCHERTZ-CIBOLO-UNIVERSAL
CTY ISD TO USE CITY HALL FOR THE MAY 4TH SCHOOL BOARD
ELECTION.
Jeff Miller (Mark Buell seconded) motioned to approve the
request. All approved. Motion carried.

10. APPROVAL/DIAPPROVAL PARTICIPATION IN THE AACOG SUMMER YOUTH
EMPLOYMENT AND TRAINING PROGRAM.
Tino Delgado (Bob Glisar seconded) motioned to approve
participation in the Summer Youth Employment & Training Program
for the summer of 1991 and request for one clerical worker and
l' one general maintenance worker. All approved. Motion carried.
11. THE CITY COUNCIL MAY GO INTO EXECUTIVE SESSION UNDER THE
PROVISIONS OF ARTICLE 6252. 17 FOR THE FOLLOWING PURPOSE:
A. ACCEPT RESIGNATION OF THE UTILITY BILLING CLERK.
B. A/D RECOMMENDATIN ON REPLACEMENT OF UTILITY BILLING CLERK.
THE COUNCIL OPTED NOT TO GO INTO EXECUTIVE SESSION AND JUST TAKE
ACTION WITHOUT ANY DISCUSSION.
12. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION.
Bob Glisar (Mark Buell seconded) motioned to accept the
resignation of Sue Whitaker and approve the recommendation of the
staff to hire Claudia Schneider for the utility billing clerk
position. All approved. Motion carried.
13. COMMENTS BY COUNCIL MEMBERS.
Jeff Miller commented on the spring clean up and the limb
mulching in the city park.
Tino Delgado noted that Planning and Zoning Committee members
- should be kept informed and notified of all meetings. Also, Mr.
Delgado noted that weeds and high grass was starting in Thistle
Creek and that the staff needed to keep notifying the owners.
14. COMMENTS BY STAFF.
Ann Smith reminded the council of several upcoming events.
Notice that the concession stand roof was completed and that a
$3, 700 refund from TML had been received on the 1990 worker ' s
compensation audit.
15 . COMMENTS BY MAYOR.
Mayor Pro Tem Farnsworth briefed the Council on the TML Region 7
Meeting. Two issues were the Election Plan that must be adopted
by 1992 and the Records Management HB 1285 requirements .
Also, Mayor Pro Tem Farnsworth noted that staff would be
attending a court clerks seminar in Converse.
16. ADJOURNMENT.
Mark Buell (Bob Glisar seconded) motioned to adjourn. All
approved.
