TUESDAY, APRIL 9, 1991
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED CITY
COUNCIL MEETING ON TUESDAY, APRIL 9, 1991 AT 7:00 P.M. AT THE
CIBOLO MUNICIPAL OFFICES, 109 SOUTH MAIN STREET, CIBOLO, TEXAS.
THE FOLLOWING WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :04 P.M.
2. ROLL CALL.
All members present. Staff present: David Walker, Wes Suiter and
Ann Smith.
3. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the Pledge.
4. INVOCATION.
Council Member Bob Glisar gave the invocation.
5. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
No citizen requested to speak.
6. CONSENSUS ITEMS:
A. MINUTES OF MEETING, MARCH 26, 1991.
B. CHECK REGISTER FOR MARCH, 1991.
Tex Farnsworth (Jeff Miller seconded) moti.onbd to approve as
Presented. All approved. Motion carried.
7. DISCUSSION/POSSIBLE ACTION ON AMENDMENT TO THE GUADALUPE
VALLLEY ELECTRIC COOPERATIVE INC. FRANCHISE AGREEMENT AND
STREET LIGHTING AGREEMENT WITH THE CITY OF CIBOLO.
Tino Delgado (Tex Farnsworth seconded) motioned to amend the
franchise agreement and street lighting agreement between the
Guadalupe Valley Electric Cooperative, Inc. and City of Cibolo.
All approved. Motion carried.
8. PROCLAMATION PROCLAIMING APRILS 1991 AS "CHILD ABUSE
PREVENTION MONTH"
Mayor Sam Bauder read and signed a proclamation declaring April,
1991 as "Child Abuse Prevention Month" i-n Cibolo.
9. APPROVAL/DISAPPROVAL OF RECOMMEDNATION FROM THE PLANNING AND
ZONING COMMITTEE ON THE REQUEST OF MR. TONY HERNANDEZ, d/b/a
STALLION'S FOR A SPECIFIC USE PERMIT.

Tino Delgado (Bob Glisar seconded) motioned to open for discussion.
Mr. Delgado ask how to state the motion in relation to the Planning
& Zoning Committee' s recommendation. City Attorney Ronald Flake
instructed the council to voice the motion eithel "accept
recommendation of P & Z or deny recommendation - Tex
Farnsworth (lino Delgado seconded) motioned to accept the
recommendation of the P & Z to deny Mr. Tony Hernandez a specific
use permit based on Section N-3a, "does not conform to the land use
of the surrounding areas" . All council members voted "aye" to the
motion. Motion carried unanimously.

10. COMMENTS BY COUNCIL MEMBERS.
Council member Tex Farnsworth noted that one of the speakers at the
public hearing on April 2nd referred to the Council as "employees" .
Mr. Farnsworth wanted to note _ to the citizens that Council is
elected to represent the people. Mr. Farnsworth noted the
fundraiser on Sunday, April 7th for S.A.F.E.S. had been a good
evening and the funds received netted approximately $19, 000.
Council Member Tino Delgado ask Mr. Walker to put the ordinance
governing "weeds and high grass" on the next agenda for review.
Mr. Delgado noted that the ordinance possibly needed some "teeth"
to strengthen it. Mr. Delgado stated that resident of Thistle
Creek had cleaned up the entrance.
Mr. Delgado also requested a written status report of the Volunteer
Fire Department Construct project for the next meeting .
Jeff Miller stated that the Spring Clean Up had been successful .
11. COMMENTS BY STAFF.
Ann Smith thanked Mr. Miller for the donation of a Micro Film
Viewer to the Administration Offices.
David Walker thanked the representatives of the Guadalupe Valley
Electric Cooperative for attending the meeting and their continuous
support of Cibolo.
12. COMMENTS BY MAYOR.
Mayor Bauder expressed appreciation to the citizens for coming out
and expressing their concerns.
PASSED AND APPROVED THE 23TH OF APRIL, 1991.
