Min P&R 01/07/2026PARKS AND RECREATION COMMISSION MEETING CIBOLO MUNICIPAL BUILDING 200 S. Main St. Cibolo, TX 78108 January 7, 2026 6:030 PM MINUTES 1. Call to Order — Meeting was called to order by the Chairman at 6:30 p.m. 2. Roll Call — Members Present: Ms. McDaniel, Ms. Lambert, Ms. Tudyk, Ms. Hubbard, Mr. Msengi, Ms. Beach and Ms. Knapp; Members Absent: Ms. Namocatcat 3. Moment of Silence/Invocation — The Chairman ask for a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Election of Chair and Vice Chair The City Secretary, Ms. Cimics explained that to be nominated for one of these positions the individual had to have been on the commission at least one year. Ms. Cimics did inform the commission of those individual that were eligible for the positions. Chairman: Ms. Cimics ask if there was any nomination for Chairman. Ms. Tudyk made the motion to nominate Ms. McDaniel. The motion was seconded by Ms. Beach. Ms. Cimics ask if there were any other nominations. Ms. Hubbard made the motion to nominate Ms. Lambert for Chairman. The motion was seconded by Ms. Tudyk. Ms. Cimics stated that she would ask for a vote on the first nomination before going to the second nomination. A vote was called for Ms. McDaniel. For: 4; Against: 3. The vote carried. As there was a quorum that voted in favor they did not have to take a vote on the second nomination. Ms. McDaniel was elected as the Chairman for calendar year 2026. Vice Chairman: Ms. Cimics ask if there was a nomination for Vice Chairman. Ms. Lambert made the motion to nominate Ms. Hubbard as Vice Chairman. The motion was seconded by Ms. Tudyk. Ms. Cimics ask if there were any other nominations. Being no other nominations a vote was called. For: All; Against: None. Ms. Hubbard by elected as Vice Chairman for calendar year 2026. At this time Ms. McDaniel took over the remaining agenda items. 6. Citizens to be Heard This is the only time during the Parks and Recreation Commission Meeting that a citizen can address the Commission. It is an opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The Parks and Recreation Commission may not deliberate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Commission may present any factual response to items brought up by citizens. (Attorney General Opinion - JC-0169) (Limit of three minutes each.) All remarks shall be addressed to the Commission as a body. Remarks may also be addressed to any individual member of the Commission so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee, including City staff. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. Ms. Patterson signed up to speak during this item. She introduced herself as Councilwoman elect for Place 3. She thanked all the members of the Parks Commission for there service to the City of Cibolo. Ms. Patterson stated she was a great supporter of the Parks and was looking forward to working with the Parks Commission. 7. Consent Agenda A. Approval of the minutes from the October 6 3, 2025 meeting. Ms. Knapp made the motion to approve the consent agenda. The motion was seconded by Ms. Lambert. For: All; Against: None. The motion carried 7 to 0. 8. Staff Update A. Niemietz and Veterans Park Renovation Project. Ms. Hernandez, the Assistant Director for the Public Works Department, briefed this item to the Parks Commission. A handout for both parks were given to the commission members. Ms. Hernandez stated that when putting this project together Kimley Horn did get information from Park users and stakeholders. They spoke with families, local youth and teens and youth sports groups that use the parks. They also spoke with the City Parks & Recreation Staff. A Town Hall was also held in November 2025 were the public was invited to give feedback on the parks. Both Niemietz Park and Veterans Memorial there was a Site Inventory and Analysis, Opportunities and Constraints, Park Needs, and Park Improvements section of the handout. The first chart showed how the park is currently and the second chart showed how it could possibly look if changes are able to be made. Each park had constraints as both parks are small in space for what is needed for the size of the city. Each park has parking problems which would have to be looked at. One of the charts show how the park could be improved by adding equipment, updating areas and ensuring that the park is ADA accessible. The Parks Commission had the opportunity to ask questions. Ms. Hernandez did inform the commission that this will go to council in early February. Ms. Hernandez was not sure if it would be presented to council during a regular meeting or a workshop. The chairman did ask if staff is going to brief any item in the future and have handouts or a PowerPoint if the commission could receive those items in there packet. B. Brick Program & Dedication Plaque. — This was briefly discussed during the Veterans Park Renovation briefing. Ms. Tudyk did ask Ms. Cimics to inform the commission and staff about the bricks and trees that have the plagues that are currently in Veterans Park. Ms. Cimics did inform everyone that the bricks that are currently at Veterans are not just veterans. When the program started anyone that wanted to purchase a brick paid the fee and we ordered the bricks. Bricks were ordered from a local business. My office would go pick up the bricks and staff would place the bricks in the ground. The trees we offered individuals to paid for a tree and we would place a plaque in honor of the person dedicating the tree or who they wanted the tree dedicated too. The trees did not have to be dedicated to a veterans and most of them were not veterans. 9. Discussion/Action A. Discussion/Action on City Council approved Cibolo Summer Nights event series and Cibolo signature events for 2026. Staff went over the schedule of the Summer Nights events as well as the Easter Egg Hunt, Market Days and Holiday events. These events and dates have already been briefed to City Council at their last meeting. B. Discussion/Action on Park Commission events for 2026. a. Approved by City Council in 2025 "Move with the Mayor/Fitness Challenge (May 2026). The Fitness Challenge event was originally scheduled to be in a park each weekend in the month of May. Ms. Lambert was the lead on this event and was not sure if she would want to do this event this year. Did not really have support. The Parks sub -committee for events meet and bring this item back for further discussion. b. Newly Proposed Events: Tree Planting Ceremony at the first Cibolo Park in honor of the City's 60t' Anniversary (early March); Disc -Golf Tournament at Schlather Park (April 18) The Tree Planting Ceremony everyone seem to be in favor of. They did ask which City Park was the oldest in the City. Ms. Cimics did let everyone know the Niemietz Park is the oldest park in the City. Ms. McDaniel briefed the commission on a Disc Golf Tournament. She stated that there were a few items that would need to be fixed. Ms. McDaniel did ask staff if those items could be taken care of. Mr. Gomez stated it would not take long to fix the items she had mentioned. Ms. McDaniel will get a proposal back on this event for the next meeting. 10. Set a Date and Time for Next Meeting — Next meeting is scheduled for February 4, 2026. 11. Future Agenda Items — Gary Kelly Memorial Garden. 12. Adjournment Motion was made by Ms. Lambert to adjourn the meeting at 7:56 p.m. The motion was seconded by Ms. Hubbard. For: All; Against: None. The motion carried 7 to 0.
