RESOLUTION NO. 1737
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS,
ADOPTING THE UPDATED CITY OF CIBOLO EMPLOYEE HANDBOOK;
PROVIDING AUTHORITY TO THE CITY MANAGER TO IMPLEMENT AND
ADMINISTER THE HANDBOOK; REPEALING PRIOR VERSIONS;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Cibolo ("City") maintains an Employee Handbook to establish clear
and consistent expectations regarding personnel practices, workplace conduct,
compensation, benefits, and operational procedures; and
WHEREAS, the City Manager and the People & Performance Department have completed a
comprehensive update of the Employee Handbook to ensure consistency with federal law,
Texas law—including the Texas Constitution, Texas Local Government Code, Texas
Government Code Chapters 552, 551, and 614, the Texas Whistleblower Act, and all other
governing statutes—and best practices for municipal operations; and
WHEREAS, the City Council finds that updated personnel policies promote efficient
administration, reduce legal risk, support consistent management practices, and serve the
best interests of the City, its employees, and the public; and
WHEREAS, the City Council has reviewed the updated Employee Handbook and finds it to
be appropriate, necessary, and beneficial for City operations;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS,
THAT:
SECTION 1. ADOPTION OF UPDATED EMPLOYEE HANDBOOK.
The City Council hereby approves and adopts the City of Cibolo Employee Handbook
(2025 Edition), as presented to the City Council on this date. The Employee Handbook is
hereby established as the official personnel policy manual governing City employees.
SECTION 2. ADMINISTRATION AND IMPLEMENTATION.
The City Manager, or designee, is authorized to administer, interpret, and implement the
Employee Handbook and to make non -substantive administrative updates necessary to
ensure legal compliance, operational efficiency, or consistency with organizational structure.
Any substantive revisions shall be submitted to the City Council for approval.
SECTION 3. REPEALER.
All previous versions of the Employee Handbook, personnel manuals, or written personnel
policies that conflict with this Resolution are hereby repealed as of the effective date of this
Resolution.
SECTION 4. SEVERABILITY.
If any section, provision, or portion of this Resolution or the Employee Handbook is found
to be invalid or unenforceable, such invalidity shall not affect the remaining provisions,
which shall remain in full force and effect.
SECTION S. EFFECTIVE DATE.
This Resolution shall take effect immediately upon its passage. The updated Employee
Handbook shall become effective on A 2025, unless otherwise directed by the
