Minutes
1. Call to Order — Workshop was called to order by Mayor Pro -Tem Roberts at 5:07 p.m.
2. Roll call and Excused Absences — Members Present: Councilman McGlothin, Councilman R.
Roberts, Councilman Mahoney, Councilwoman Cunningham, Councilwoman Sanchez -Stephens,
Councilwoman D. Roberts, and Councilman Hicks; Members Absent: Mayor Allen. Councilman
D. Roberts made the motion to excuse the absence of Mayor Allen. The motion was seconded by
Councilman McGlothin. For: All; Against: None. The motion carried 7 to 0.
3. Discussion/Direction
A. Presentation/Discussion on the South Cibolo Wastewater Plan.
The purpose of this item was to explain the Capital Improvement Program to provide
wastewater to the South Cibolo Service Area. The briefing also wanted to ensure City
Council understands the Wastewater Service Area, Service Basins, and Growth Areas.
Council was briefed on identify the next steps and timeline, including presenting the final
plan for adoption, impact fee study in mid -2026, and design for Project 1. This item will
come back to council either in November or December.
B. Presentation/Discussion on the Utility Rate Plan Study performed by Willdan Financial
Services.
The City Council was briefed on the background on rates. The average utility rate has been
increasing 5-6% per year, trend expected to continue. Council received information on
current year's Water and Wastewater Accounts and Historical and forecast Water and
Wastewater Accounts. City Council was briefed on a 3 -year rate plan with first adjustment
in January 2026 and additional adjustments in October 2026 and October 2027. The city
has the option of extending the proposal to a 5 -year plan.
