Min CC 08/13/1991 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING OF TUESDAY, AUGUST 13, 1991 THE CIBOLO CITY COUNCIL CONVENED IN A REGULAR MEETING ON TUESDAY, AUGUST 13, 1991 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :30 P.M. The meeting was delayed in starting due to the budget workshop earlier in the evening . 2. ROLL CALL. All members of the city council were present . Staff present: David Walker, Ann Smith, and Chief Suiter. 3. INVOCATION. Councilmember Tex Farnsworth gave the invocation. 4. PLEDGE OF ALLEGIANCE. Mayor Bauder led the meeting in the pledge. 5. CITIZENS TO BE HEARD. No citizen requested to speak. 6. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING ON JULY 23, 1991. B. CHECK REGISTER THRU JULY, 1991. Tex Farnsworth (Jeff Miller seconded) motioned to approve the consensus items as presented. All approved. Motion carried. Mayor Bauder moved the order of the meeting to Item # 9. 9. APPROVED/DISAPPROVAL CIBOLO POLICE DEPARTMENT POLICY PROCEDURE FOR CRIME VICTIMS COMPENSATION ACT TO COMPLY WITH THE CVCA, ARTICLE 8309-1, VERNON'S TEXAS CIVIL STATUTES. Tex Farnsworth (Jeff Miller seconded) motioned to approve the procedure, as presented. All approved. Motion carried. 7. APPOINTMENT OF REPRESENTATIVE TO CALCULATE 1991 EFFECTIVE TAX RATE AND PUBLISH REQUIRED NOTICES. Tex Farnsworth (Mark Buell seconded) motioned to appoint Ann Smith, City Tax Assessor Collector to calculate the effective tax rate and publish necessary notices. All approved. Motion carried. 8. ACCEPT THE 1991 CERTIFIED TAX ROLL FROM THE GUADALUPE COUNTY APPRAISAL DISTRICT. Tex Farsworth (Mark Buell seconded) motioned to accept the 1991 certified roll . All approved. Motion carried. MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING (Cont 'd) August 13, 1991 10. APPROVAL/DISAPPROVAL OF ENHANCEMENT OF ELECTRICAL CAPACITY IN THE CITY PARK AND ALLOCATION OF FUNDING. Tex Farnsworth (Bob Glisar seconded) moti.on_ed to approve the staff proposal to expand the electrical capability in the City Park. Currently the outlets can not carry the need when the city has any large activity such as the Sausage Supper or the Cibolo Fest. All approved. Motion carried. 11. COMMENTS BY COUNCIL MEMBERS. Councilmember Farnsworth noted the following: a. Questioned about the Planning & Zoning working on the "Main Street Project" . b. Concerns about someone researching grant applications - possibility of hiring a consultant to work grants. C. What percentage of the Fire House is completed and what the final cost will be. d. Railroad repair of the crossing at FM 1103 and Hwy 78 . e. Led discussion on the stop sign at FM 1103 & Main Street. `= f. Noted that the Randolph Regional EMS Committee had been working on the Hospice Group in this area. Possiblity we could have Hospice present a public briefing at city hall in the near future. Councilmember Mark Buell gave a report from the "Cibolo Fest" Committee. Councilmember Delgado ask that everyone be aware that school was starting up soon and that the police patrol often. Councilmember Jeff Miller noted that he had represented the council at the Randolph A.F.B. chain-of-command ceremony and the ribbon cutting ceremony at the new Farmer 's Insurance Group office in Cibolo. 12. COMMENTS BY STAFF. David Walker noted that the staff had been contacted by Brazos Valley Construction on the building of some additional units to the Cibolo Plaza Apartments. Also, Mr. W.H. Mullins, city engineer, had cut back his staff due to the economy. Also, Mr. Walker ask for input to the ;September newsletter. 13. COMMENTS BY MAYOR. Mayor Bauder had no comments. 14. ADJOURNMENT.
