A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS,
EXPRESSING SUPPORT FOR THE MPO PEDESTRIAN BRIDGE AND TRAIL
CONNECTIVITY PROJECT AND AUTHORIZING SUBMISSION OF AN
APPLICATION UNDER THE TEXAS DEPARTMENT OF TRANSPORTATION
(TXDOT) SENATE BILL 1555 OFF -SYSTEM RAIL GRADE SEPARATION
PROGRAM.
WHEREAS, the 89th Texas Legislature enacted Senate Bill 1555, establishing the Texas
Off -System Rail Grade Separation Program to improve public safety, enhance mobility,
and reduce congestion at rail crossings on non -state roadways; and
WHEREAS, the City of Cibolo recognizes the importance of safe, efficient, and
multimodal connectivity for residents, students, and visitors; and
WHEREAS, the proposed MPO Pedestrian Bridge and Trail Connectivity Project will
provide a grade -separated pedestrian and bicycle bridge that connects directly with the
City's Phase I Trail System, thereby creating a continuous and safe network linking
neighborhoods, schools, parks, and business districts; and
WHEREAS, the project will eliminate pedestrian -rail conflict points, improve safety for
non -motorized users, and promote equitable access while supporting the State's broader
goals of safety, sustainability, and economic vitality; and
WHEREAS, the City of Cibolo is committed to providing the required ten percent (10%)
local match and to partnering with TxDOT, the Alamo Area Metropolitan Planning
Organization (AAMPO), and other regional stakeholders to ensure the successful design,
funding, and completion of the project; and
WHEREAS, the City Council recognizes that this investment will enhance quality of life,
strengthen regional connectivity, and serve as a model for multimodal collaboration across
South Central Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CIBOLO, TEXAS, THAT:
1. The City of Cibolo hereby supports and endorses the submission of the MPO
Pedestrian Bridge and Trail Connectivity Project application to the TxDOT SB
1555 Off -System Rail Grade Separation Program.
2. The City affirms its commitment to provide the ten percent (10%) local match
required for the project, inclusive of eligible planning, design, and construction
management costs.
3. The City Manager, or designee, is hereby authorized to execute all necessary
documents and agreements required to complete and submit the application, and to
coordinate with TxDOT and all relevant partners to advance the project to
construction upon award.
4. This resolution shall be effective immediately upon adoption.
