Call to Order — Meeting was called to order by Mayor Pro -Tem Roberts at 6:32 p.m. 2. Roll Call and Excused Absences — Members Present: Mayor Pro -Tem Roberts, Councilman McGlothin, Councilman Mahoney, Councilwoman Cunningham (arrived 6:34p.m.), Councilwoman Sanchez -Stephens, Councilwoman D. Roberts, and Councilman Hicks; Absent: Mayor Allen. Councilwoman D. Roberts made the motion to excuse the absence of Mayor Allen. The motion was seconded by Councilman McGlothin. For: All; Against: None. The motion carried 6 to 0. 3. Invocation — Invocation was given by Councilman Hicks. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is an opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The City Council may not deliberate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the City Council may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may also be addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee including City staff Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. No one signed up to speak during this item. 6. Public Hearina A. Conduct a public hearing to hear public testimony regarding the Fiscal Year 2026 Proposed Budget. Mayor Pro -Tem R. Roberts opened the public hearing at 7:11 p.m. No wish to speak and the Mayor Pro -Tem R. Roberts closed the public hearing at 7:12 p.m. B. Conduct a public hearing to hear public testimony regarding the Tax Rate for Tax Year 2025. Mayor Pro -Tem R. Roberts opened the public hearing at 7:21 p.m. Ms. Harrison spoke during this item. She stated do not pass this ordinance. You work for the citizens. With water, trash going up and the economy the way it is today you will hurt many people. Ms. Harrison stated that you are just putting the burden on the citizens. Mayor Pro -Tem R. Roberts closed the public hearing at 7:23 p.m. 7. Discussion/Action A. Approve/Disapprove the 2% Cost of Living Adjustment as reflected in the FY 26 Budget. Councilwoman D. Roberts recuse herself from this item and left the dais. Councilwoman Cunningham made the motion to approve the 2% Cost of Living Adjustment as reflected in the FY 26 Budget. The motion was seconded by Councilman McGlothin. For: Councilman McGlothin, Councilman R. Roberts, Councilman Mahoney, Councilwoman Cunningham, and Councilman Hicks: Against; Councilwoman Sanchez -Stephens; Recuse: Councilwoman D. Roberts. The motion carried 5 to 1 to 1. 8. Ordinances A. Approval of an Ordinance of the City of Cibolo adopting the Budget for Fiscal Year 2025- 2026, beginning October 1, 2025, and ending September 30, 2026. Councilman McGlothin made the motion to adopt the Budget for Fiscal Year 2025-2026, beginning October 1, 2025, and ending September 30, 2026. The motion was seconded by Councilwoman Cunningham. For: Councilman McGlothin, Councilman R. Roberts, Councilman Mahoney, Councilwoman Cunningham, and Councilwoman D. Roberts: Against; Councilwoman Sanchez -Stephens and Councilman Hicks. The motion carried 5 to 2. Council moved to item 9A. B. Approval of an Ordinance of the City of Cibolo setting the ad valorem tax rate for tax tear 2025. This item required a roll call vote. Councilwoman D. Roberts made the motion that the property tax rate be increased by the adoption of a tax rate of $0.5226, which is effectively a 4.42 percent increase in the tax rate. The motion was seconded by Councilwoman Cunningham. Roll call vote taken at this time: Councilman Hicks — No, Councilwoman D. Roberts — Yes, Councilwoman Sanchez -Stephens — No, Councilwoman Cunningham — Yes, Councilman Mahoney — Yes, Councilman R. Roberts — Yes, and Councilman McGlothin — Yes. The motion carried 5 to 2. 3 9. Resolution A. Approval of a Resolution of the City of Cibolo to ratify the property tax increase reflected in the Fiscal Year 2025-2026 Budget. This item was voted on after item 8A. Councilman McGlothin made the motion to approve the Resolution ratifying the property tax increase reflected in the fiscal year 2026 Budget. The motion was seconded by Councilwoman D. Roberts. For: Councilman McGlothin, Councilman R. Roberts, Councilman Mahoney, Councilwoman Cunningham, and Councilwoman D. Roberts; Against: Councilwoman Sanchez -Stephens and Councilman Hicks. 10. Adjoumment Councilman Hicks made the motion to adjourn the meeting at 8:02 p.m. The motion was seconded by Councilwoman D.
