TUESDAY, SEPTEMBER 24, 1991
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED
MEETING ON TUESDAY, SEPTEMBER 24, 1991 AT THE CIBOLO MUNICIPAL
BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING
WILL BE THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 :00 P.M.
2. ROLL CALL.
Members present: Jeff Miller, Bob Glisar, Mark Buell, Tex
Farnsworth and Mayor Bauder. Council member
Tino Delgado was delayed due to business -
arriving during item # 12.
Staff present: David Walker & Ann Smith
3. INVOCATION.
Council member Bob Glisar gave the invocation.
4. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
5. CITIZENS TO BE HEARD.
No citizen requested to speak.
6. CONSENSUS ITEMS:
A. MINUTES OF PUBLIC HEARING, SEPT. 10, 1991 @ 6:00 P.M.
B. MINUTES OF REGULAR MEETING, SEPTEMBER 10, 1991 @ 6:30
P.M.
Tex Farnsworth ( Jeff Miller seconded) motioned to approve the
consensus items, as presented. All approved. Motion carried.
7. APPROVE/DISAPPROVE ORDINANCE # 428 ADOPTING THE 1991-92
FISCAL YEAR BUDGET FOR THE CITY OF CIBOLO.
Tex Farnsworth ( Mark Buell seconded) motioned to adopt Ordinance
# 428, approving the 1991-92 Fiscal Year Budget. All approved.
Motion carried unanimously.
8. APPROVE/DISAPPROVE ORDINANCE # 429, SETTING THE 1991 AD
VALOREM PROPERTY TAX RATE FOR THE CITY OF CIBOLO.
Tex Farnsworth (Mark Buell seconded) motioned to adopt Ordinance
#429 and setting the 1991 tax ratge at $ .17646 for maintenance
and operation and $ . 28175 for debt service for a total rate of $
.45821 per/$100 valuation. All approved. Motion was unanimous.
9. DISCUSSION/ACTION ON RECOMMENDATION FROM THE P & Z COMMISSION
ON VARIANCE REQUEST FROM MR. DEGALLADO, 128 NAVAJO CIRCLE FOR
A SECOND CURB CUT.
Jeff Miller (Tex Farnworth seconded) motioned to approve the
Planning & Zoning Commission recommendation to grant a variance
to Mr. Degallado, 128 Navajo Circle to allow a second curb cut on
to his property, at city' s specifications and inspection. All
approved. Motion carried.

10. DISCUSSION/ACTION ON REQUEST FROM PLANNING & ZONING ON
TERMINATION OF MEMBER DUE TO EXCESSIVE UNEXCUSED ABSENCES.
A few hours before the meeting, Mr. Henry Toscano member of P &
Z , requested that he be allowed to resign. Mayor Bauder
submitted his request. Tex Farnsworth (Bob Glisar seconded)
motioned to accept Mr. Henry Toscano' s resigning and to seek a
citizen to fill the unexpired term. All approved. Motion
carried.
11. COMMENTS BY COUNCIL MEMBERS.
Tex Farnsworth noted the excellent work done by the railroad and
the highway department on the track crossing_ at FM 1103 andFM
78. Mr. Farnsworth - mentioned that a letter of appreciation
should be ent from the Mayor' s office.
Jeff Miller briefed the council on the VIA Board of Directors
meeting held in Converse and noted that it would be good if
someone attended the G.B.R.A. Pecan Fest in Seguin on October
19th.
12. COMMENTS BY STAFF.
Ann Smith mentioned that tax statement would not be ready from
the appraisal district until the first week of October.
13. COMMENTS BY MAYOR.
Mayor Bauder noted that each one of the council should have
received invitations to the Metrocom Mixer. Also, Mayor Bauder
read a note from Cibolo Valley Alcohol Drug Abuse Council
thanking the Council and staff for their assistance and support.
14. ADJOURNMENT.
Tex Farnsworth (Bob Glisar seconded) motioned to adjourn. All
approved.
