ORD 1510 Adopting FY 2025-26y or C,& R < V r O rCxXs ORDINANCE NO. 1510 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS, ADOPTING THE BUDGET FOR FISCAL YEAR 2025-2026, BEGINNING OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER ORDINANCES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, a Proposed Budget for the period commencing October 1, 2025 and ending September 30, 2026 has been prepared and submitted by the City Manager in accordance with Article VII of the City Charter; and WHEREAS, a public hearing was ordered by the City Council and a public notice of said hearing was duly posted and published in the Seguin Gazette in accordance with applicable state law and Section 7.05 of the City Charter and the City Council held a public hearing on the Proposed Budget on September 18, 2025; and WHEREAS, during said public hearing, all interested persons were given the opportunity to be heard for or against any item or the amount of any item contained in said budget, after which said public hearing was closed; and WHEREAS, the City Council finds that all provisions pertaining to the adoption of the budget contained in the City Charter have been in all things complied with; and WHEREAS, after full and final consideration, the City Council is of the opinion that the budget is in accordance with Section 7.07 of the City Charter in that the estimated expenditures will in no case exceed proposed revenue plus available fund balance and said budget should be approved and adopted; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHIOLO, TEXAS: SECTION 1 The Proposed Budget herein presented and attached to this Ordinance for all funds for the fiscal year commencing October 1, 2025 and ending September 30, 2026, is hereby approved and adopted. SECTION 2 The City Manager is hereby authorized to contract for expenditures without further approval of the City Council for all budgeted items not exceeding the limits set by the State of Texas and to transfer unencumbered appropriations within and between departmental operating budgets absent further approval of the City Council without exceeding total net fund appropriations established by this adopted budget. SECTION 3 The sums below are hereby appropriated from the respective funds for the payment of expenditures for fiscal year 2025-2026 on behalf of the City government as established in the approved budget document: General Fund $24,890,698 Debt Service Fund 8,003,143 Development Services Fund 2,631,770 Water and Sewer Fund 19,910,681 Drainage Utility District 1,840,851 Economic Development Fund 1,192,285 Special Events Fund 100,000 Special Donations Fund 10,000 Grants Fund 633,542 Hotel Occupancy Tax Fund 0 PEG Fund 50,000 Court Technology 6,000 Court Security 6,000 Police Seizure Fund 30,000 Police Education Fund 5,000 Child Safety Fund 30,000 Street Maintenance Fund 1,615,150 IT Replacement Fund 55,000 Street/Traffie Impact Fees 4,840,225 Park Land Fees 650,000 Drainage Impact Fees 2,045,640 Water Impact Fees 15,000 Wastewater Impact Fees 3,198,500 Cibolo Public Facility Corporation 317,000 $72,076,485 SECTION 4 CUMULATIVE CLAUSE That this Ordinance shall be cumulative of all other ordinances f the City of Cibolo, Texas, except where the provisions of this Ordinance are in direct conflict with the provisions of such other ordinances, in which event the conflicting provisions of such ordinances are hereby repealed. SECTION 5 SEVERABILITY That it is hereby declared to be the intention of the City Council of the City of Cibolo that the phrases, clauses, sentences, paragraphs, and sections of this Ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this Ordinance should be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of the Ordinances, since the same would have been enacted by the City Council without incorporation in this ordinance of any such unconstitutional phrases, clause, sentence, paragraph or section. SECTION 6 EFFECTIVE DATE This Ordinance shall take effect and shall be in full force at 12:00 a.m. on October 1, 2025. PASSED, APPROVED AND ADOPTED THIS 18TH DAY OF SEPTEMBER, 2025.
