ORD 1500 08/12/2025 Ordering a Muncipal General Election to be held on Tues., 11/04/2025"City of Choice" ORDINANCE NO. 1500 AN ORDINANCE OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS, ORDERING A MUNICIPAL GENERAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 4, 2025, FOR THE PURPOSE OF THE ELECTION OF MAYOR AND COUNCIL MEMBERS TO PLACE 2, 3, AND AT LARGE PLACE 7 AS PROVIDED BY THE CITY CHARTER, THE TERM OF SUCH OFFICES TO BE FOR THREE (3) YEARS TERMINATING WHEN THEIR SUCCESSORS ARE ELECTED AND QUALIFIED; PROVIDING THE DETAILS THEREFOR AND PROVIDING FOR A PROCLAMATION AND NOTICE OF SUCH GENERAL ELECTION. WHEREAS, the City of Cibolo, Texas, regular municipal election for Mayor and Council Members Place 2, 3, and At Large Place 7 are scheduled for November 4, 2025; and WHEREAS, the Texas Constitution, the Texas Election Code (the "Code"), and the City Charter are applicable to said General Election (hereinafter referred to as the "election"), and in order to comply with applicable laws, an ordinance is required to call the elections and establish procedures consistent with the Constitution, the Code, and the Charter; and WHEREAS, the election will be held jointly with Guadalupe County on November 4, 2025, pursuant to Section 271.002(a) of the Texas Election Code; and WHEREAS, Guadalupe County and entities desire that a joint election be held in order to provide a convenient, simple, and cost-saving election to the voters in their respective jurisdictions; and WHEREAS, the City will enter into an agreement with setting out respective duties and responsibilities for the November 4, 2025, election; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS... SECTION 1. A municipal election is hereby ordered to be held on the authorized uniform election date of Tuesday, the 4`s of November 2025 at which time shall be submitted to the qualified voters of the City the following Mayor and Council Member Place elections; MAYOR VOTE FOR ONE OR NONE SECTION 2. The Mayoral and Council candidate for elective office receiving a majority, meaning more than fifty (50) percent of the votes cast, shall be elected to said office when the City Council has canvassed the election results and enters an order stating the same. Only registered voters from council member places may vote in place elections. SECTION 3. As soon as practicable after the election and the declaration by the Council that the votes have been canvassed, the City Secretary shall certify to the Secretary of State an authenticated copy showing the results of the mayor and council places' election by the voters of the elected Mayor and Council Members. SECTION 4. The foregoing municipal election is hereby ordered to be held on Tuesday, the 0' of November 2025 in accordance with the laws of Texas, and the provisions of the 2 El For Mayor: ❑ 11 PLACE TWO VOTE FOR ONE OR NONE For Council Member, ❑ Place No. 2: ❑ PLACE THREE VOTE FOR ONE OR NONE For Council Member, ❑ Place No. 3: ❑ AT LARGE PLACE SEVEN VOTE FOR ONE OR NONE For Council Member, ❑ At Large Place No. 7: ❑ SECTION 2. The Mayoral and Council candidate for elective office receiving a majority, meaning more than fifty (50) percent of the votes cast, shall be elected to said office when the City Council has canvassed the election results and enters an order stating the same. The foregoing municipal election is hereby ordered to be held on Tuesday, the 0' of November 2025 in accordance with the laws of Texas, and the provisions of the 2 Charter of the City of Cibolo, and the official ballots for said election shall be prepared in accordance with the Texas Election Code for the election. SECTION 5. The election ordered herein shall be held as prescribed by law, at the following locations and times listed in Attachment A. SECTION 6. Voting at said election shall be conducted as determined by the County Elections Officer of Guadalupe County, Texas. The equipment necessary for voting shall be available at the voting sites for the purpose of conducting early voting by personal appearance and at the Election Day voting sites established for the purpose of voting by personal appearance on Election Day, Tuesday, November 4, 2025. The County Elections Officer of Guadalupe County, Texas is authorized and charged to perform the functions provided by law in the casting of early ballots cast commencing on October 20, 2025, and ending on October 31, 2025, all in the method, manner and time made and provided by the Statutes of the State of Texas on this subject. Lisa Hayes, Elections Administrator will be appointed as early voting clerk in compliance Section 271.006 of the Texas Election Code. Other deputy early voting clerks will be appointed as needed to process early voting mail and to conduct early voting at the main location and branch locations. Any qualified voter for the Joint Election may vote early by personal appearance at either the main early voting location, branch locations, or temporary branch locations. SECTION 7. The Mayor and City Council shall contract with Guadalupe County through the Guadalupe County Clerk's Elections Office for the conduct of this election. The Guadalupe County Clerk's Elections Department shall appoint the election officers to hold said election, in accordance with State Election Law, including an Early Balloting Board, Signature Verification Committee and the Central Counting Station representatives which shall count and canvass the early ballots cast at said election. SECTION 8. Notice of said election shall be given by publishing a substantial copy of this ordinance in a daily newspaper of general circulation published in the City not earlier than the 30th day or later than the 10th day before the election.
