RES 1724 08/12/2025 Old Town Master Plan"City of Choice" RESOLUTION NO. 1724 A RESOLUTION OF THE CITY OF CIBOLO, GUADALUPE COUNTY, TEXAS, CREATING AN OLD TOWN MASTER PLAN ADVISORY COMMITTEE. WHEREAS, The City of Cibolo is a Home Rule Municipality located in Guadalupe County, Texas, created in accordance with provisions of the Texas Local Government Code and operating pursuant to its adopted City Charter and all applicable laws and enabling legislation of the State of Texas; and WHEREAS, The City of Cibolo City Charter establishes the authority and procedures for City Council to create, establish or appoint such boards, committees or commissions it deems necessary to carry out the functions and obligation of the City; and WHEREAS, The City of Cibolo desires to involve citizens in a way that effectively functions as a stakeholder group; and WHEREAS, The City of Cibolo City Council feels it is important to receive community input and direction from the community in shaping the future of Cibolo's historic Main Street; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS: SECTION 1. OLD TOWN MASTER PLAN ADVISORY COMMITTEE CREATED SECTION 1.1 CREATION, COMPOSITION AND APPOINTMENT OF MEMBERS There is hereby created an Old Town Master Plan Advisory Committee to be composed of seven (7) members. Each citizen will be required to filled out an application to serve on this committee. The City Council will interview and selected the members from the qualified applications. 1 SECTION 1.2 QUALIFICATIONS AND TERMS OF MEMBERS Members of the Old Town Master Plan Advisory Committee shall be qualified voters and residents of the City of Cibolo. Members of the Committee shall be appointed to serve for . All members shall serve at the pleasure of the City Council and may be removed at the discretion of the City Council. SECTION 1.3 DUTIES OF THE OLD TOWN MASTER PLAN ADVISORY COMMITTEE The Old Town Master Plan Advisory Committee Will act as an advisory group to the Mayor and City Council and shall: • Represent the interests of Old Town residents and business owners; and • Provide consensus -based guidance to City staff and the consultant team in shaping the future of Cibolo's historic Main Street and surrounding neighborhoods; and • Serve as liaisons to their neighbors, civic groups, and business communities — modeling public involvement and encouraging inclusive participation; and • Promote revitalization that honors Old Town's rich heritage and cultural identity while fostering a vibrant, walkable, and economically resilient district; and • Will offer constructive feedback on key planning elements, helping to refine the long-term vision for Old Town, and ensure that the plan reflects local values and priorities; and • The Committee will provide a formal recommendation to City Council on the adoption of the Old Town Master Plan. SECTION 1.4 ORGANIZATION AND MEETINGS The members of the Old Town Master Plan Advisory Committee shall elect a Chairman and Vice Chairman at their first meeting. All meetings will be held at Cibolo City Hall at 6:30 pm. Multiple meetings per month may be required of this committee. The committee will begin when all members have been selected and appointed by City Council. The Chairman shall preside over the committee when in session and may vote on all matters. The vice chairman will preside in the absence of the chairman. SECTION 1.5 QUORUM A majority of the Old Town Master Plan Advisory Committee shall constitute a Quorum for the committee to meet and conduct business. 2 SECTION 1.6 RULES AND PROCEDURES; RECORD OF PROCEEDINGS The Old Town Master Plan Advisory Committee will follow the Rules and Procedures as provided in the City Council Policy. The City Secretary or her designated representative shall take minutes, and post agendas as required. All meeting should also be recorded. SECTION 1.7 COMPENSATION The Old Town Master Plan Advisory Committee shall serve without compensation. APPROVED AND ADOPTED by a vote of C for and 45� against this 12th day of August, 2025.
