Min CC 01/14/1992 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING TUESDAY, JANUARY 14, 1992 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING ON TUESDAY, JANUARY 14, 1992 AT 7 :00 P.M. AT THE CIBOLO MUNICIPALI BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1 . CALL TO ORDER. Mayor Bauder called the meeting to order at 7 :00 P.M. 2 . ROLL CALL. All members of the council were present. Staff: David Walker, Ann Smith, Chief Suiter and Keith Gilbreath 3 . INVOCATION. Councilmember Bob Glisar gave the invocation. 4. PLEDGE OF ALLEGIANCE. Mayor Bauder led the group in the pledge of allegiance. 5. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH) None 6. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING, DEC. 10, 1991. B. CHECK REGISTER FOR DECEMBER, 1991. Tex Farnsworth (Jeff Miller seconded) motioned to approve the consensus items, as presented. Vote was unanimous. Motion carried. 7 . ACTION ON ACCEPTANCE OF DONATIONS TO THE CITY. Tex Farnsworth (lino Delgado seconded motioned to accept the following donatons: i a. plumbing supplies from the Cibolo Volunteer Fire Dept. b. $30 Christmas gift for staff refreshments - Mr. & Mrs. John Concordia. C. animal porta cage - David Walker d. 8 units playground equipment - from Ft. Sam Houston All approved. Motion carried. 8. RECOGNITIONS AND AWARDS PRESENTED BY THE MAYOR & COUNCIL . Mayor Bauder presented plaques of appreciation to Geo. Barnard, Carrol Albright and Wayne Wyatt for the contribution made by Guadalupe Valley Electric Cooperative to the enhancement of the electrical system in the Niemietz City Park. Mayor Bauder also presented a plaque to co-chairmans Tex Farnsworth & Mark Buell for the outstanding work done by the 1991 Cibolo Fest Committee. Councilmembers Buell and Farnsworth then presented certificates to each member of the committee. Minutes of Regular Cibolo City Council Meeting January 14, 1992 9. PRESENTATION TO THE CITY BY THE 1991 CIBOLO FEST COMMITTEE. Steve Liparoto, treasurer of the 1991 Cibolo Fest Committee, presented Mayor Bauder with a check for $1, 670 reimbursement for the electrical supplies used in upgrading the electrical in the city park. This amount represents profit from the Cibolo Fest, the CVFD Beer Concessions and the Ladies Auxilliary of the CVFD Soda booth along with profits of a raffle held by the Fest Committee. 10. APPOINTMENT OF THE 1992 CIBOLO FEST CHAIRMAN. Mayor Bauder appointed Mark Buell to chair the 1992 Cibolo Fest Committee. 11 . APPROVE/DISAPPROVE AUTHORIZATION TO BID FOR TWO ( 2) NEW PATROL VEHICLES. Tex Farnsworth (Bob Glisar seconded) motioned to authorize the staff to take formal bids. All approved. Motion carried. 12. APPROVE/DISAPPROVE REQUEST FROM ALAMO WASTE DISPOSAL FOR VARIANCE TO CONTRACT REQUIREMENTS ON TRUCK TYPE. Mr. Henry Gutierrez, Alamo Waste Disposal, came requesting a variance to the contract specifications to utilize "front load" trucks rather than a "rear or side loader" . The concerns of the council were primarily the extra weight on the front type and the abuse that would be incurred on our streets. Tino Delgado (Tex Farnsworth seconded) motioned to disapprove the variance request with the exception that upon special occasions (extra holiday pick-ups, breakdown of equipment, etc) Alamo could request useage of the front load. All approved. Motion carried. 13. EXECUTIVE SESSON: THE CITY COUNCIL MAY GO INTO A CLOSED EXECUTIVE SESSION PURSUANT TO THE PROVISIONS OF THE OPEN MEETING LAW, ARTICLE 6252. 17 V.T.C.S. , IN ACCORDANCE WITH THE AUTHORITY CONTAINED IN SECTION 2 (g ) TO HEAR: A. A CITY EMPLOYEE APPEAL ON DISCIPLINARY ACTION. The Council convened in executive session, at the request of Walter Keith Gilbreath - Maintenance Employee, at 7 :40 P.M. 14. RECONVENE IN OPEN SESSION AND TAKE ANY NECESSARY ACTION ON ITEM # 13-A. The City Council reconvenend in open session at 8 :54 P.M. Tino Delgado motioned to uphold the city administrator' s decision to place a letter of reprimand in Mr. Gilbreath's personnel file. All Motion was seconded by Jeff Miller. Vote was unanimous. Motion carried. 15. COMMENTS BY COUNCIL MEMBERS. Councilmember Farnsworth briefed the council on the Randolph EMS Community Council meeting. Also, Mr. Farnsworth commended the police department on their visibility. Tino Delgado ask on the new vehicles if it was a savings to have magnetic signs rather than painted decals. Also, Mr. Delgado ask about the possibility of a sidewalk down Dietz Road from Thistle Creek to Dobie School. 16. COMMENTS BY STAFF. Chief Suiter stated that we would be having a CPR course in the near future and if anyone was interested in attending that a date would be announced soon.
