Tex Farnsworth (Bob Glisar seconded) motioned to accept the
1990-91 Audit & Financial Report from the firm of Armstrong,
Melick and Vaughan. All approved. Nancy Vaughan summarized
the audit report and management letter. Mrs. Vaughan stated
that the financial structure of the city was sound and that all
tests on the accounting showed no areas of concern. The report
reflected a "write off" of some $55,059 in the proprietary
funds due to a note from Thistle Creek Development to the City
of Cibolo for their portion of funding a water transmission
line from the main tank to Thistle Creek Subdivsion. The
property was foreclosed on by NCNB in May, 19.91; therefore, it
was felt that recovery of these funds was not probable. Also,
it was noted that the city did not receive the GFOA Certificate
of Excellence Award in which we applied for the first time with
the FY 1989-90 financial report. Mrs. Vaughan stated that only
one area kept us from receiving the award and that that had
been
been corrected. The GFOA had stated that they would review th'e
1990-91 at no charge.
