Min CC 02/25/1992 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING TUESDAYS FEBRUARY 25, 1992 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING ON TUESDAYS FEBRUARY 25, 1992 AT 7:00 P.M. AT THE CIBOLO MUNICIPAL BUILDINGS 109 SOUTH MAIN STREETS CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :00 p.m. 2. ROLL CALL. All members were present. Staff present: David Walker & Ann Smith 3. INVOCATION. Councilmember Farnsworth gave the invocation. 4. PLEDGE OF ALLEGIANCE. Mayor Bauder --v 5. CITIZENS TO BE HEARD. None were present for requested to speak at this time. 6. CONSENSUS ITEMS: - Tex Farnsworth (Mark Buell seconded) motioned to approve the minutes of February 11, 1992. Jeff Miller noted that his comment in item 10 should be corrected to read, "Jeff Miller ask about getting Guadalupe County to raise the southbound lane of Town Creek Road" . All approved. Motion carried. 7. APPROVE/DISAPPROVE REQUEST FROM SCHERTZ—CIBOLO—UNIVERSAL CITY I.S.D. TO USE CITY HALL AS A POLLING PLACE FOR THE BOARD OF TRUSTEES GENERAL ELECTION ON MAY 2, 1992. Jeff Miller (Tex Farnsworth seconded) motioned to allow the SCUC ISD to use City Hall, in conjunction with the city general election, as a polling place for the May 2nd trustee election. All approved. Motion carried. 8. DISCUSSION/ACTION ON NOMINATION FOR RANDOLPH FIELD AREA ROTARY "VOLUNTEER OF THE YEAR AWARD" . Tex Farnsworth (lino Delgado seconded) motioned to nominate the husband and wife team, Marilyn & Norman Fetterman from Cibolo for the Randolph Field Area Rotary "Volunteer of the Year" award. All approved. Motion was unanimous. 9. PRESENTATION BY EXCEL COMMUNICATIONS CABLE COMPANY. Jeff Gangawer and Kevin Dawson of Excel Communications presented the council with information packets and gave a brief history and forecasting for the Metrocom area ca]Jle service competition. Excel wishes to become an alternate source for cable services, by franchise agreements, with the seven cities in the Randolph area. Excel plans to be in operation in the City of Schertz with two years of their recently signed agreement. Council ask various questions concerning rates, service area and comparisons with Paragon Cable. The mayor instructed the representatives to continue working with the city staff and welcomed them back in the near future. MINUTES OF REGULAR COUNCIL MEETING Feb. 25, 1992 10. BRIEFING/DISCUSSION ON STREET MAINTENANCE SURVEY. David Walker gave a detailed presentation, street by street, on the age of each street, street repairs conducted during the past five years, priority needs and estimates of cost for various types of repairs. Several options are available for most streets within the city, some only require sealcoating or overlay while others may require reconstruction. No street repairs were done during the FY 1990-91 due to lack of funds; however, $9, 100 has been placed in the budget for re-surfacing and seal coating and some $5, 000 for asphalt, caliche and pothole filler. The mayor requested that a workshop be planned for further discussion. 11. COMMENTS BY COUNCIL MEMBERS. None 12. COMMENTS BY STAFF. None 13. COMMENTS BY MAYOR. None 14. ADJOURNMENT.
