Min CC 03/24/1992 MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING MARCH 24, 1992 THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING ON TUESDAY, MARCH 24, 1992 AT 7 :00 P.M. AT THE CIBOLO MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: 1. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7 :00 P.M. 2. ROLL CALL. All members of the council were present. Staff present: David Walker and Ann Smith. 3. INVOCATION. Councilmember Tex Farnsworth gave the invocation. 4. PLEDGE OF ALLEGIANCE. Mayor Bauder led those present in the pledge. 5. CITIZENS TO BE HEARD. Billy Mueller, member of the Tri County Church Softball League, came to thank David Walker and the council for the excellent condition of the city park and for the co-operation and support. Henry Gutierrez, Alamo Disposal, briefed the council on current problems with the annual spring clean-up. Mr. Gutierrez stated that the Main Street dumpster had been filled twice with old tires and lead base paint cans. Due to the new federal regulations on disposal of tires, the cost is $2.50 per tire to dispose at the land fill and dumping of these hazardous materials is causing too much of an expense for the contractor. Mr. Gutierrez requested that another alternative to the usual Spring Clean-up be considered before next year. The Council assured Mr. Gutierrez that they would work with him on a different arrangement before the scheduling of a Spring Clean up in 1993. 6. CONSENSUS ITEMS: A. MINUTES OF REGULAR MEETING MARCH 10, 1992. Tex Farnsworth (Bob Glisar seconded) motioned to approve, as presented. All approved. Motion carried. 7. SIGNING PROCLAMATION FOR "CHILD ABUSE PREVENTION" WEEK. Mayor Bauder read a proclamation proclaiming April as "Child Abuse Prevention Month" in Cibolo. Larry Jones, County treasurer, was present to receive the proclamation. 8. ACTION ON DISPOSAL OF TWO (2) PATROL CARS. Tex Farnsworth (Jeff Miller seconded) motioned to hold the 184 Ford and 186 Chevrolet patrol units until the next auction in Universal City. All approved. Motion carried. 9. COMMENTS BY COUNCIL MEMBERS. Tex Farnsworth briefed the Council on the Retama Race Track constructin. Mr. Farnsworth stated that ground breaking would take place in July 192, with opening scheduled for January 15, 1994. Also, Rataa plans to employee approximately 1,400 employees during racing season. Mr. Farnsworth noted that the highway department planned to place counties on FM 1103/Main Street to check the need for a change to a 4-way stop or light. MINUTES OF REGULAR CIBOLO CITY COUNCIL MEETING (cont 'd) March 24, 1992 Mark Buell announced that the 192 Cibolo Fest Committee would host a carwash at Victoria Bank & Trust-Cibolo on Saturday, March 28th. Tino Delgado ask if the city had a backhoe attachment for mowing. Mr. Delgado had observed one in use in Schertz and felt it would be very useful in Cibolo. David Walker stated that he would check with Schertz and try to get information on the attachment and cost. Jeff Miller ask about a travel trailer located on the parking lot at the Windmill Restaurant. The staff felt that the owner used it on weekends for security. 10. COMMENTS BY STAFF. David Walker briefed the council on his luncheon/tour with the regional director- economical development of the Dept. of Commerce. 11. COMMENTS BY MAYOR. None 12. ADJOURNMENT.
