Mins Historic 02/13/2025"CITY OF CHOICE' HISTORIC COMMITTEE MEETING City of Cibolo 200 South Main St. February 13,2025 6:30-8:30 PM Minutes 1. Call to Order — The meeting was called to order by Ms. Tudyk at 6:30 p.m. 2. Roll Call and Excused Absences — Members Present: Ms. Tudyk, Ms. Draughon, Ms. Beach and Ms. Rose; Member Absent: Ms. Smith. Ms. Draughon made the motion to excuse the absence of Ms. Smith. The motion was seconded by Ms. Beach. For: A0; Against: None. The motion carried 4 to 0. 3. Moment of Silence/Invocation — Ms. Tudyk ask for a Moment of Silence. 4. Pledge of Alle ig ance — All in attendance recited the Pledge of Allegiance. 5. Election of Chair and Vice Chair A. Chair Ms. Draughon made the motion to nominate Ms. Tudyk as Chau. The motion was seconded by Ms. Beach. There being no other nominations a vote was called for. For: All; Against: None. The motion carried 4 to 0. B. Vice Chair Ms. Beach made the motion to nominate Ms. Draughon as the Vice Chair. The motion was seconded by Ms. Rose. There were no other nominations, and a vote was called for. For: All; Against: None. The motion carried 4 to 0. 6. Citizens to be Heard This is the only time during the Historic Meeting that a citizen can address the Historic Committee. It is the opportunity for visitors and guests to address the Committee on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Historic Committee may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Committee may present any factual response to items brought up by citizens. (Attorney General Opinion - 3C-0169) (Limit of three minutes each.) All remarks shall be addressed to the Committee as a body. Remarks may also be addressed to any individual member of the Committee so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee including City staff. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. Councilman McGlothin thank all the members for serving on the committee. Councilman McGlothin said he was excited to see what the committee plans are for 2025. 7. Consent Agenda A. Approval of the minutes of the October 24, 2024, Historic Committee Meeting. Motion was made by Ms. Beach to approve the consent agenda. The motion was seconded by Ms. Rose. For: All; Against: None. The motion carried 4 to 0. 8. Discussion / Action A. Discussion/Action on Historic Committee Goals and Objectives. This item has been completed, and no additional information was added to the Goals and Objectives. B. Discussion/Action on the Historic Committee Pamphlet. The Pamphlet has been completed. There was a question of the purpose of the pamphlet. Ms. Cimics the City Secretary explained that the pamphlet was originally developed to put in the newcomer's packet for individuals coming into the city to establish a water or utility account. The pamphlet was also supposed to be given to the local businesses in the downtown area to display in their business. The pamphlet had been approved by City Council with some minor changes. The individual that put the pamphlet together is no longer with the committee. Ms. Cimics will see if she can get the document from the former member so changes can be made when necessary. C. Discussion/Action on any Historic Committee activities for FY 24-25. Cemetery Walk was discussed. Ms. Draughon talked about the St. Paul Cemetery across from City Hall. She stated that there are at least sixteen (16) veterans that she counted that are buried in that cemetery. Ms. Draughon ask if that cemetery belonged to the church. She was informed that yes the cemetery is connected to St. Paul's church and any event (Cemetery Walk) the committee wants to do there will have to be approved by the church. If small flags for veterans where to be displayed at the grave site of veterans Dixie Flag Co. will sometimes donate flags. More information on this will be brought to future meetings. The committee also talked about having a booth at different events. The committee will come back at the next meeting with more information. D. Discussion/Action on subcommittees. —Nothing to report at this meeting. 9. Future agenda items and date of the next meeting— Next meeting is tentative scheduled for March 5, 2025. 10. Adiournment — Ms. Draughon made the motion to adjourn the meeting at 7:27 p.m. The motion was seconded by Ms. Rose. For: All; Against: None. The motion carried 4 to 0.
