Mins Historic 10/24/2024"CITY OF CHOICE" HISTORIC COMMITTEE MEETING City of Cibolo 200 South Main St. October 24, 2024 6:30-8:30 PM MINUTES 1. Call to Order — Meeting was called to order by Ms. Tudyk at 6:30 p.m. 2. Roll Call and Excused Absences — Members Present: Ms. Tudyk, Ms. Womack, Ms. Draughon, and Ms. Beach; Members Absent: Mr. Merillat, Ms. Kearns, Ms. Smith, and Ms. Casey. Ms. Womack made the motion to excuse the absence of Ms. Kearns, and Ms. Smith. The motion was seconded by Ms. Draughon. For: All; Against: None. The motion carried 4 to 0. 3. Moment of Silence/Invocation — Ms. Tudyk ask for a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. 5. Citizens to be Heard This is the only time during the Historic Meeting that a citizen can address the Historic Committee. It is the opportunity for visitors and guests to address the Committee on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Historic Committee may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the Committee may present any factual response to items brought up by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Committee as a body. Remarks may also be addressed to any individual member of the Committee so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. No one signed up to speak during this item. 6. Consent Agenda A. Approval of the minutes of the September 12, 2024, Historic Committee Meeting. Ms. Womack made the motion to approve the consent agenda. The motion was seconded by Ms. Beach. For: All; Against: None. The motion carried 4 to 0. 7. Discussion / Action A. Discussion/Action on Historic Committee Goals and Objectives. This item and item C were both discussed at the same time. The activity fit into one of the goals/objectives as well as being an activity for FY24-25. The group discuss painting a mural on the backside of the mural on Main Street. The backside has been designated for the Historic Committee and to date nothing has been done with this project. The group will come up with a drawing so it can get approval to go ahead with the project. The group also discussed have the Cibolo School Art Departments submit a design on the history of Cibolo. Each school could be assigned one of the large planters located on Main Street to paint. The city will place a marker at the planter stating painting by done by Wiederstein Elementary School or what ever school that painted the planter. This would have to be brought up to the school district for approval. The day after the meeting the City Secretary attended the meeting with Mr. Reed and the SchoolDistrict-tobrief the project. The Historic Committee needs to get something down on paper as soon as possible so it can be sent to the Superintendent. B. Discussion on the Historic Committee Pamphlet. Minor changes need to be made to the pamphlet. City Secretary will see if Mr. Merillat has the Pamphlet so once changes are completed copies can be made and placed at businesses in the city . C. Discussion on any Historic Committee activities for FY 23-24 and FY 24-25. Ms. Womack stated the Cemetery Walk is scheduled for November 2nd. If anyone wants to come out to help or just observed they are welcome to join her. D. Discussion/Action on the Outhouse at the Old School House. Ms. Womack did bring this to the committee at the last meeting. The City Secretary Office will get with the City Manager to find out what can be done to place the sign at the Outhouse. The wording she suggested was: "This Outbuilding was built in 1916". S. Future agenda items and date of the next meeting — Add appointments to a sub -committee to the next agenda. Next meeting November 14, 2024. 9. Adeoumment— Ms. Draughon made the motion to adjourn the meeting at 7:18 p.m. The motion was seconded by Ms. Womack. For: All; Against: None.
