TUESDAY, JULY 141 1992
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED COUNCIL
MEETING ON TUESDAY, JULY 14, 1992 AT 7:00 P.M. AT THE CIBOLO
MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE
FOLLOWING WAS THE ORDER OF BUSINESS:
1. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7 : 20 P.M.
2. ROLL CALL.
Members present: Jeff Miller, Claude Smith, Tino Delgado, Mark
Buell, Tex Farnsworth and Mayor Bauder. Staff present : Ann Smith,
David Walker and Wes Suiter.
3. INVOCATION.
Council member Tex Farnsworth gave the invocation.
4. PLEDGE OF ALLEGIANCE.
Mayor Bauder led those present in the pledge.
5. CITIZENS TO BE HEARD. (Limit 3 Minutes Each)
Residents of the Pecan Street area were present. Mayor Bauder
announced to them that Neal Fisher had re-surveyed the -
property on July 6, 1992 ; however, the city has not received any
information back at this time.
6. CONSENSUS ITEMS:
A. MINUTES OF REGULAR MEETING, JUNE 23, 1992.
B. CHECK REGISTER THRU JUNE, 1992.
Jeff Miller (Tex Farnsworth seconded) motioned to approved the
consensus items as presented. All approved. Motion carried.
7. PRESENTATION OF CERTIFICATE OF APPRECIATION TO THE CIBOLO
VALLEY LIONS CLUB FOR THEIR COMMUNITY SERVICE PROJECT OF
PAINTING THE CONCESSION STAND IN NIEMIETZ CITY PARK.
Carol Albright, President, was present to receive the certificate
of appreciation from the Mayor. Mayor Bauder thanked the club for
their support and services.
8. DISCUSSION/ACTION ON RESCINDING COUNCIL ACTION ON THE
ASSOCIATE MEMBERSHIP WITH CANYON REGIONAL WATER AUTHORITY
AND APPLYING FOR FULL MEMBERSHIP.
After comments during the workshop early this evening, Tex
Farnsworth (Tino Delgado seconded) motioned to rescind previous
action on the associate membership with CRWA and apply for a full
membership. All approved. Motion carried. David Davenport
thanked the Council and stated that he would start the application
process.
9. APPROVE/DISAPPROVE CHANGE TO EMPLOYEE SICK LEAVE POLICY.
Tex Farnsworth (Mark Buell seconded) motioned to amend the sick
leave policy to increase the maximum cap from 30 days to 45 days.
All approved. Motion carried.

10. DISCUSSION/ACTION ON STREET RENOVATION/PREVENTATIVE
MAINTENANCE.
Jeff Miller (Tex Farnsworth seconded) motioned to authorize bids
for overlay and seal coat of North Main Street from Santa Clara to
Borgfeld Road, seal coat Pfeil Street and Hackerville Road and
repair and seal coat of Indian & Tomahawk Circle. All approved.
Motion carried.
11. COMMENTS BY COUNCIL.
Tex Farnsworth noted that he had represented Cibolo at the Randolph
Metrocom Chamber of Commerce meeting in reference to the plan to
change the name. Mr. Farnsworth reported that the name would not
change at this time. Also, Mr. Farnsworth recommended that members
of the council and staff should take turns attending the monthly
chamber meeting. Mr. Farnsworth ask if we could contact Lone Star
Ice Houses in reference to the painted signs from the bar that did
not go in at that location. Mr. Farnsworth ask to see the warrant
office program on the agenda. Mr. Farnsworth noted that the two
old patrol cars would be auctioned on July '17, 1992 at 1 :00 P.M. at
Universal City.
Mark Buell noted that the next Cibolo Fest Committee meeting would
be at Pat ' s Place on Monday, July 20th at 7:00 p.m.
Claude Smith commented that he would like to see some progress on
assisting the Pecan Street property owners with their survey
problem. Also, Mr. Smith had calls in reference to graffiti on
Indian Circle.
Jeff Miller noted that he was concerned about graffiti on Green
Valley Road and the use of fireworks found on his property near a
gasoline storage area.
12. COMMENTS BY STAFF.
David Walker stated that Cibolo Creek Municipal Authority' s budget
was available for review. Also, Walker stated that he was working
on a tax abatement ordinance.
13. COMMENTS BY MAYOR:.
Mayor Bauder reminded those present of the upcoming TML Region 7
meeting. Also, Mayor Bauder announced "congratulations" were in
order to Tex Farnsworth. Mr. Farnsworth is the newly election "Vice
Chairman" of the San Antonio Rodeo Ambassadors.
14. ADJOURNMENT.
Tex Farnsworth moved to adjourn at 8: 10 P.M.
