Main St. Cibolo, Texas 78108 November 18, 2024 6:30 p.m. to 10:30 p.m. MINUTES Call to Order — Mayor Allen called the meeting to order at 6:30 p.m. 2. Roll Call and Excused Absences — Members Present: Mayor Allen, Councilman Benson, Councilman Roberts, Councilman Mahoney, Councilwoman Cunningham, Councilwoman Sanchez -Stephens, Councilman Hetzel, and Councilman Hicks. Invocation — Councilman Hicks gave the Invocation. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start ofthe meeting. The City Council may not deliberate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the City Council may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may also be addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee including City staff Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. No individuals signed up to speak during this item. 6. Canvassing the Ballots A. Ordinance canvassing the returns and declaring the results of Bond Election and Voter Approval Tax Ratification Election; and other matters in connection therewith. The City Secretary read off the results of the Bond Elections and Voter Approval Tax Ratification Election. The motion was seconded by Councilwoman Sanchez -Stephens. For: All; Against: None. The motion carried 7 to 0. 7. Ordinance A. Ordinance ordering a Run -Off Election to be held on December 14, 2024, for the purpose of Electing a Council Member for Council At -Large Place 6. Councilman Hicks made the motion to approve ordering a Run -Off Election to be held on December 14, 2024, for the purpose of Electing a Council Member for Council At -Large Place 6. The motion was seconded by Councilman Hetzel. For: All; Against: None. The motion carried 7 to 0. 8. Oath of Office to newly Elected Councilmembers A. Place 1 Jeff McGlothin B. Place 4 Katie Cunningham C. At Large Place 5 Norma Sanchez -Stevens Mayor Allen went directly to the Executive Session. 3 9. Executive Session The City Council will convene in Executive Session as authorized by the Texas Gov't Code Section 551.071 Consultation with Attorney and Section 551.074 Personnel Matters, to discuss the following: A. Duties of the City Manager involving specific personnel incidents, application of the city personnel policy, job descriptions, hiring and promotion practices, technology, infrastructure and records management, Police Department administrative access to less than lethal equipment, and contract execution authority. B. City Attorney's appointment, employment, evaluation, reassignment, duties, discipline, dismissal, or to discuss a complaint or charge against the City Attorney and/or address an RFP for legal services and/or appointment of an interim or new City Attorney. C. Code of Conduct/Code of Ethics. Council went into Executive Session at 6:40 p.m. to discuss the items listed above. 10. Open Session The City Council will reconvene into Regular Session and take/or give direction or action, if necessary, on items discussed in the Executive Session. Council reconvened into Regular Session at 8:59 p.m. Councilwoman Cunningham made the motion to provide thirty -day notice to end the contract with the city attorney as outlined in the contract. The motion was seconded by Councilman Benson. For: Councilman Benson, Councilwoman Cunningham, Councilwoman Sanchez - Stephens, and Councilman Hicks; Against: Councilman Roberts, Councilman Mahoney, and Councilman Hetzel. The motion carried 4 to 3. 11. Adiournment Councilman Benson made the motion to adjourn the meeting at 9:00 p.m. The motion was seconded by Councilwoman Cunningham. For: All; Against: None.
