HISTORIC COMMITTEE MEETING
City of Cibolo

MINUTES
1. Call to Order — Meeting was called to order by Ms. Casey at 6:32 p.m.
2. Roll Call and Excused Absences — Members Present: Ms. Womack, Ms. Casey, Ms. Draughon, and Ms. Smith;
Members Absent: Mr. Merillat, Ms. Kearns, Ms. Tudyk, and Ms. Beach. Ms. Womack made the motion to excuse
the absence of Mr. Merillat, Ms. Kearns, Ms. Tudyk, and Ms. Beach. The motion was seconded by Ms. Draughon.
For: All; Against: None. The motion carried 4 to 0.
3. Moment of Silence/lnvocation — Ms. Casey ask for a Moment of Silence.
4. Pledge of Alle ig ance — All in attendance recited the Pledge of Allegiance.
5. Oath of Office — The City Secretary gave the Oath of Office to Ms. Draughon.
6. Citizens to be Heard
This is the only time during the Historic Meeting that a citizen can address the Historic Committee. It is the opportunity
for visitors and guests to address the Committee on any issue to include agenda items. All visitors wishing to speak
must fill out the Sign -In Roster prior to the start of the meeting. Historic Committee may not debate any non -agenda
issue, nor may any action be taken on any non -agenda issue at this time; however, the Committee may present any
factual response to items brought up by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.)
All remarks shall be addressed to the Committee as a body. Remarks may also be addressed to any individual member
of the Committee so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the
meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the
meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed.

7. Consent Agenda
A. Approval of the minutes of the August 22, 2024, Historic Committee Meeting.
Ms. Smith made the motion to approve the consent agenda. The motion was seconded by Ms. Draughon. For:
All; Against: None. The motion carried 4 to 0.
8. Discussion / Action
A. Discussion/Action on Historic Committee Goals and Objectives.
Ms. Casey went over the goals with the new members and explained what the Historic Committee was trying to
do with Goals and Objectives. The Goals were approved at the last meeting, so the committee started working
with Objectives of each of their Goals. The committee used the draft objectives from the previous meeting. They
did under Goal number one agree that the Goal: Identify historical sites, landmarks, and artifacts in Cibolo could
have objectives of a. Identify the buildings the committee wants to work with b. Identify buildings by the deeds
c. Do oral history from some of the older citizens in the area. They did go over briefly all six of the Goals. The
committee would like to form a sub -committee of no more than three members that would work on these
objectives and bring the information back to the full committee for discussion and approval.
B. Discussion on the Historic Committee Pamphlet.
The committee briefly went over the pamphlet and explained to the new members what they were trying to
accomplish with the pamphlet. The City Secretary stated that the pamphlet has been approved by the City Council.
The plans are to include the pamphlet in the newcomer's packet given to new Cibolo residents when signing up
for water or trash. The new members notice a few misspellings on the pamphlet. They will look at the pamphlet
and bring those changes to the committee. Once the committee agrees and approves the pamphlet copies can be
made and given out. This item is a live document as minor changes will be made as needed.
C. Discussion on any Historic Committee activities for FY 23-24 and FY 24-25.
Ms. Womack requested that the Cemetery Walk scheduled for October 26, 2024 be moved to November 2nd. Ms.
Womack explained it made since to move the date as the City has Shred Day October 26°i and November 2"d is
All Souls Day. This is a day of prayer and remembrance as people visit cemeteries in remembrance for the faithful
departed. The event takes place over at the cemetery across from City Hall. Ms. Womack made the motion to
change the date of the Cemetery Walk to November 2, 2024. The motion was seconded by Ms. Casey. For: All;
Against: None. The motion carried. Members will bring ideals for other events to the next meeting.
D. Discussion/Action on the Outhouse at the Old School House.
Ms. Womack brought back to the committee the wording that could be placed on the Outhouse located at the City
Hall Annex Building (Old School House). Ms. Womack said it is simple wording and cost would be very
inexpensive. The wording she suggested was: "This Outbuilding was built in 1916. The Outbuilding was used
by students and faculty at the first Cibolo High School. ". The cost was $16.51 but depending on the size of the
plaque could be a little higher but no more than $50.00. Ms. Draughon made the motion to approve the wording
for the Outhouse. The motion was seconded by Ms. Smith. For: All; Against: None. The motion carried 4 to 0.
9. Future agenda items and date of the next meeting — Add appointments to a sub -committee to the next agenda. Next
meeting October 24, 2024.
10. Adjournment — Ms. Womack made the motion to adjourn the meeting at 7:30 p.m. The motion was seconded by Ms.
Casey. For: All; Against: None. The motion carried 4 to 0.
