Main Cibolo, Texas 78108 June 10, 2024 5:00 p.m. to 9:00 p.m. MINUTES Call to Order — Meeting was called to order by Mayor Allen at 5:00 p.m. 2. Roll Call and Excused Absences — Members Present: Mayor Allen, Councilman Benson, Councilman Mahoney, Councilwoman Cunningham (arrived at 5:30pm), Councilwoman Sanchez -Stephens, Councilman Hetzel, and Councilman Hicks. Discussion A. Discussion on the Cibolo Police Department, School Resource Officers (SRO) Program, Patrol Division, and exploring options for using City resources. The Council had a discussion on the Cibolo Police Department, School Resource Officers (SRO) Program. Mr. Reed went over the staff summary sheet. He did state that tonight is a workshop, and the City Council can only give direction. Mr. Reed stated that he was seeking direction from the Council on three questions —1. Does the City Council want to reassign the existing 5 SROs to the Patrol Division and send notice to the SCUCISD that the City will no longer provide SROs in school campuses located in the City of Cibolo? 2. Does the City Council want the City Manager to direct Chief Andres and Bryan Hugghins, Executive Director, to work with the City Attorney to negotiate with the school district on an ILA that is compliant with the Texas Education Code, specifically Section 37.081 HB 3 (also referred to as H.B. 3), including compensation? 3. If the City Council wants to keep SROs on school campuses, would you prefer one of the options presented by Chief Andres on May 14`h or a variation thereof? The Council also added one more option — Does the City Council want to appoint a sub -committee to meet with the School District? After a discussion among the council members, they gave direction to Mr. Reed that they would be interested in negotiating with the SCUCISD on a new School Resource Officer Interlocal Cooperation Agreement under the following broad terms and in compliance with Texas Education Code, specifically Section 37.081 that controls ILAs for SROs: SCUCISD to cover 100% of direct costs, including direct cost associated with Human Resources, Information Technology, and Finance that the City incurs to support their employment. A hybrid model where the City will provide 4 SROs and 1 SRO Sergeant. A detailed list of duties of the SROs and SRO Sgt. Clarification on how the Cibolo Chief of Police will retain responsibility for the supervision and control of SROs and SRO Sergeant duties and activities, including after January 1, 2025. A list of additional law enforcement services (above the SROs and SRO Sgt.) will be attached to the ILA and provide on a reimbursement basis. A schedule of costs to be included in the ILA and updated annually. Clarification that SROs and the SRO Sergeant will enforce laws when violations are determined to have occurred just as they would A communications plan will be provided to clarify how both sides with share and disseminate information Annual adjustments will be based on actual pay and direct costs of the SROs assigned to campuses and the SRO Sergeant, not on the CPI -U. 4. Adiournment Councilman Hicks made the motion to adjourn the meeting at 7:30 p.m. The motion was seconded by Councilwoman Cunningham. For: All; Against: None. The motion carried 7 to 0.
