THE CIBOLO CZTV COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING
ON TUESDAY, APRIL 26, AT 7 :00 P.M. AT THE CIBOLO MUNICIPAL
BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS
THE ORDER OF BUSINESS:
I . CALL TO ORDER.
II . ROLL CALL.
All Council members were in attendance. Staff was represented by
Chuck Balcar, Keith Gilbreath, Wes Suiter and City Attorney Ron
Flake.
III . INVOCATION.

V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
VI . CONSENSUS ITEMS:
A. MINUTES OF April 12, 1994
B. PROCLAIM APRIL AS CHILD ABUSE AWARENESS MONTH
Tex moves for approval . Norman Seconds. Approved.
Tex asks for correction of auction amount from $48,000 to $4,800 .
VII . DISCUSSION/ACTION ON POLICE DISPATCH CONTRACT
WITH THE CITY OF SCHERTZ
Tex asked if there was a tape that records incoming calls to City
Hall after hours and was told that there was none. He also was
told by chief Suiter that the City of Cibolo has two channels and
that minimal radios changes will have to be made. Reprogramming
will be $40 per radio.
City Attorney Ron Flake discussed the inability of the City to
receive indemnity from Schertz for dispatch errors. Schertz was
not agreeable to provide this provision.

IX. DISCUSSION/ACTION ON GILBERT GARZA VARIANCE
The Garzas addressed the Council and asked for a variance to keep
their carport as constructed (though it violates setback records
in the front and on the side of the house. )This had been tabled
since September 1993 .
Council refused to grant the variance and ordered the offending
structure to be corrected within 90 days . Tex moves to reject the
variance request, second by Mark. All vote for motion to reject
variance and in favor of upholding ordinance. Mrs . Garza asked
for City participation in tearing down the structure and council
directed the staff to not participate in any expense.
X. DISCUSSION ON MAIN STREET PROJECT
Chuck reported that City Engineer Ed Ford had reviewed options on
improving drainage and that the staff now was recommending that
the grade be cut down along Main Street instead of taking a box
culvert under Main Street (an expensive option) . Council favored
having Mr. Ford look at several options of cutting down the grade
to the bowling alley.
XI . EXECUTIVE SESSION

GOVERNMENT CODE
Council entered Executive session at 7 : 53 .

B. RECONVENE IN OPEN SESSION FOR ANY NECESSARY
ACTION
Council reconvened at 8 : 20 and took no action.
XII . COMMENTS BY COUNCIL MEMBERS.
Tex welcomed new citizen into the area and complimented the staff
in assisting the family in solving its water problems . He also
asked about updating the Master Plan.
Mark reported on the Cibolofest Car Wash which took in $150 and
Norman sold $100 in tickets . Participation is big this year with
a lot of new faces .

Jeff reminded Council about the VFD Bar-B-Que in Sequin.
XIII . COMMENTS BY STAFF.
Jerry Garrison gave an update on the Subdivision Ordinance and
said that his wife would complete all the typing for the
Subdivision and Zoning Ordinances for $450 . This would include a
hard copy and diskettes .
Chuck reported that the Mayor has agreed to have an Alamo Waste
dumpster placed in his yard and the City will pay the disposal
costs of dumping the limbs at the landfill .
The adjustor for the City has offered $5,040 for damage to City
property.
City has started a "Citizen Report Card" program.
Chuck asked for and received permission to switch to a bi-weekly
payroll .
