Min CC 03/16/2024 Workshop Startegic Managementy of' Cie ` O V O "City of Choice" CITY COUNCIL STRATEGIC MANAGEMENT WORKSHOP Council Chambers 200 S. Main St. Cibolo, Texas 78108 March 16, 2024 9:00 a.m. to 4:30 p.m. MINUTES 1. Call to Order —Meeting was called to order by Mayor Allen at 9:35 a.m. Members Present: Mayor Allen, Councilman Benson (arrived at 10:30 a.m.), Councilman Mahoney, Councilwoman Cunningham, Councilwoman Sanchez -Stephens, Councilman Hetzel, and Councilman Hicks. Council Absent: Councilman Roberts. 2. Workshop Overview — City Manager Mr. Reed gave an overview of what items would be discussed at this Workshop today. Mr. Reed also stated that we are all here today to reinforce the Council's Vision, Strategies, and Goals. The Strategic Plan is a resource to guide the Council in decision-making, including the budget process, to achieve its goals and attempt where possible to change that environment to Cibolo's benefit. 3. PMP Evolution & What's Next a. Overview on PMP Dashboards b. Overview of Dept Business Plans Mr. Reed and Mr. Moms went over the PMP Dashboards with the council. The PMP Dashboards that the council was shown were Economic Development, Finance, and Fire. 4. Strategic Plan FY24-FY27 Accomplishments a. Status on Strategic Initiatives and Goals Departments Heads each went over with the council a few of the initiatives and goals for their department. The Department Head placed a green card on the wall with the strategic initiative number that represented that card. They were able to explain to the council the goal and action of their item. The council had the opportunity to ask questions of each staff member. 5. Alignment on Council's Strategic Plan a. How the plans in place connect with Council's goals and are integrated into the implementation matrix i. Comprehensive Plan, IH -10 Corridor Study, EDC Strategic Plan, Resident Survey, CIP Updates The council discussed how the above items align with the Strategic Plan. 6. Problem Space to Solution Space Breakout Sessions a. Vision Aspirations i. Review Purpose, Problem, and Aspiration from January 2021 b. Topics: Capital Improvement Program (CIP), Stormwater Management, Fire Insurance Services Office (ISO), Facility Planning, and Wastewater Certificate of Convenience and Necessity (CCN) Mr. Reed and staff members went over the above items with the council. Council did not breakout into smaller groups. 7. SWOT Analysis — Do to the time council did not conduct this item. 8. Council Conversation — Council took an opportunity to respond to a couple questions. First — What attributes do they feel they bring to City Council to add value; Second - What "footprint: (legacy) do you as a councilmember want to leave, and Third — How will you support your strategic plan to help achieve the Council's Vision. 9. Plus/Delta Exercise — The council did not have the time to complete this item. 10. Adjournment — Councilman Hicks made the motion to adjourn the Workshop at 4:00 p.m. The motion was seconded by Councilwoman Cunningham. For: All; Against: None. The motion carried 6 to 0.
