1. Call to Order — Meeting was called to order by Mr. Benigno at 6:32 p.m.
2. Roll Call — Members Present: Mr. Benigno, Mr. Zawicki, Ms. Bruce, Ms. Tudyk, Ms. Hubbard,
and Ms. Roberts. Mr. Zawicki made the motion to excuse Mr. Hicks and Mr. White's absence.
Motion was seconded by Ms. Hubbard. For: All; Against: None. Motion carried 6 to 0.
3. Moment of Silence/Invocation — All in attendance observed a moment of silence.
4. Pledge of Alle ig ance — All in attendance recited the Pledge of Allegiance.
5. Oath of Office — This item was tabled until needed for a future meeting.
6. Citizens to be Heard
This is the only time during the Parks and Recreation Commission Meeting that a citizen can
address the Commission. It is the opportunity for visitors and guests to address the Commission
on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster
prior to the start of the meeting. Parks and Recreation Commission may not debate any non -agenda
issue, nor may any action be taken on any non -agenda issue at this time; however, the Commission
may present any factual response to items brought up by citizens. (Attorney General Opinion - JC -
0169) (Limit of three minutes each.) All remarks shall be addressed to the Commission as a body.
Remarks may also be addressed to any individual member of the Commission so long as the
remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or
threatening to the member or any attendee. Any person violating this policy may be requested to
leave the meeting, but no person may be requested to leave or forced to leave the meeting because
of the viewpoint expressed. This meeting is livestreamed. If anyone would like to make
comments on any matter regarding the City of Cibolo or on an agenda item and have this

or call 210-658-9900 before 5:00pm the date of the meeting.
There were no citizens signed up to be heard.
7. Consent Agenda
A. Approval of the minutes from the August 2, 2023, meeting.
This item was tabled until a future meeting.
8. Discussion
A. Discussion/Direction on FY 2023/2024 budget and events/volunteers.
Mr. Benigno went over possible events for the upcoming year to include an Iron Man
Competition, Pickleball event, and partnering with Cibolo Summer Nights.
B. Discussion/Direction on FY 2023/2024 City events and volunteer opportunities.
The commission discussed upcoming events where there would be volunteer
opportunities such as Cibolofest, the Tree Lighting Ceremony, and the Holiday parade.
C. Discussion/Recap Master Planning Committee meeting.
This item was tabled until a future meeting.
D. Discussion/Update on the Brick Program.
Mr. Craighead gave an update on the Brick Program and noted that it should be online
this month.
E. Discussion/Update on Videography Contest.
It was discussed that the details needed to be verified by Ms. Jeanette Gonzalez.
F. Discussion/Update on new park.
Mr. Craighead gave an update on the HEB park and a possible Tolle Park.
G. Discussion/Update from subcommittees:
a. Niemietz Park Land Swap
No new updates currently.
b. Community Outreach
c. Park Renovations
Mr. Craighead noted that all parks received fresh mulch.
9. Set a Date and Time for Next Meeting —Next meeting will be January 3, 2024.
10. Future Agenda Items — The same items on this agenda will be brought back to the next agenda
and an item for Sponsorship opportunities should be added.
11. Adiournment — Mr. Zawicki made the motion to adjourn the meeting at 7:36 p.m. Motion was
seconded by Ms. Hubbard. For: All; Against: None. Motion carried 6 to 0.
