MASTER PLAN ADVISORY COMMITTEE MEETING
Cibolo Municipal Building

MINUTES
1. Call to Order — Meeting was called to order by the Chairman Ms. Latimer at 6:32 p.m.
2. Roll call and Excused Absences— Members Present: Ms. Latimer, Mr. Schupp, Mr. MacLauchlan,
Ms. Herr, Ms. Zimmermann, and, Ms. Ellard; Members Absent: Mr. Merillat, Ms. Womack, Mr.
Hicks, Ms. Walker, and Mr. Mattingly. Ms. Zimmermann made the motion to excuse the absence
of Mr. Merillat, Ms. Womack, Mr. Hicks, Ms. Walker, and Mr. Mattingly. The motion was
seconded by Mr. Schupp. For: All; Against: None. Motion carried 6 to 0.
3. Invocation/Moment of Silence — Ms. Latimer gave the Invocation.
4. Pledge of Alleeiance —All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Meeting that a citizen can address the Committees. It is an
opportunity for visitors and guests to address the Committee on any issue to include agenda items.
All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The
Committee may not debate any non -agenda issue, nor may any action be taken on any non -agenda
issue at this time; however, the Committee may present any factual response to items brought up
by citizens. (Attorney General Opinion - JC -0169) (Limit of three minutes each.) All remarks shall
be addressed to the Committee as a body. Remarks may also be addressed to any individual member
of the Committee so long as the remarks are (i) about matters of local public concern and (ii) not
disruptive to the meeting or threatening to the member or any attendee. Any person violating this
policy may be requested to leave the meeting, but no person may be requested to leave or forced to
leave the meeting because of the viewpoint expressed. This meeting is livestreamed. If anyone

6. Consent Aeenda
A. Approval of minutes from the January 16, 2024, Master Plan Advisory Committee meeting.
Mr. Schupp made the motion to approve the consent agenda. The motion was seconded by
Ms. Ellard. For: All; Against: None. The motion carried 6 to 0.
7. Discussion/Action Items
A. Discussion/Presentation by Staff regarding an update to the City's Comprehensive/Master
Plan and IH -10 Corridor Plan, including:
• Welcome and Introductions — Staff welcome everyone to the meeting.
• Recap of the January 16, 2024, MPAC Meeting — Some gave a short recap of the
last Master Plan meeting.
Old Town PlaceType — Under the Character and Intent: The committee added
family -friendly in the second sentence before businesses. The committee in the last
sentence took out three stories and put in three two stories. Under the Land Use
Considerations — Primary Land Uses — the committee removed Duplexes,
Townhomes, and Small -Scale Entertainment Venues but added Office and Bed
and Breakfast. Secondary Land Uses — The committee put the following into this
category — Civic and Institutional, Parks and Open Space, Small Scale
Entertainment Venues, Personal Services.
Parks and Open Space PlaceType — The only thing the committee did on the
PlaceType was to add under Example Locations — Cibolo Sports Complex and the
Ron Pedde Community Garden.
• Confirmation of all P1aceTypes — Briefly discussed no changes.
Speaking Roles at the January 30, 2024, Joint Meeting — Speaking roles for the
joint meeting were assigned. Vision Statement and Guiding Principles — Carole
Herr, Rural Residential/Agricultural Place Type — Mark Schupp, Estate
Residential, Community Residential, and compact Residential PlaceType —
Ashley Zimmermann, Neighborhood Commercial and Mixed -Use Center
PlaceType —Kara Latimer, Regional Activity Center PlaceType— Claudia Walker,
Old Town PlaceType — Christi Ellard, Light Industrial, Heavy Industrial
PlaceType —Marcus Mattingly, and Parks and Open Space PlaceType —Malcolm
MacLauchlan.
• Next Steps — Joint Meeting
8. Discussion on date and time of future meetings. — Joint meeting set for January 24, 2024.
