Main St. Cibolo, Texas 78108 January 23, 2024 5:30 p.m. to 6:20 p.m. MINUTES Call to Order — Meeting was called to order by Mayor Allen at 5:33 p.m. 2. Roll Call and Excused Absences — Members Present: Mayor Allen, Councilman Benson, Councilman Roberts, Councilman Mahoney, Councilwoman Cunningham, Councilwoman Sanchez -Stephens (arrived at 6:36p.m.), Councilman Hetzel, and Councilman Hicks. 3. Citizens to be Heard This is the only time during the Council Meeting that a citizen can address the City Council. It is the opportunity for visitors and guests to address the City Council on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. The City Council may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time; however, the City Council may present any factual response to items brought up by citizens. (Attorney General Opinion — JC -0169) (Limit of three minutes each.) All remarks shall be addressed to the Council as a body. Remarks may also he addressed to any individual member of the Council so long as the remarks are (i) about matters of local public concern and (ii) not disruptive to the meeting or threatening to the member or any attendee. Any person violating this policy may be requested to leave the meeting, but no person may be requested to leave or forced to leave the meeting because of the viewpoint expressed. This meeting is livestreamed. The following individuals spoke during this item. Ms. Latimer stated she was not sure what was being discussed tonight but did state Tolle Rd should remain on the CIP. Mr. MacLauchlan states we can't keep kicking this road until 2026. This road needs to be done sooner. The road was not meant to be a throughfare it is a Farm -to -Market Road. People are using this road to by pass the mess on FM 1103. Ms. Palmer also would like this road to be done as soon as possible. The potholes, dips, and speeding on this road are terrible and if something is not done soon someone will die. Mr. Hester gave his time to Ms. Latimer. Ms. Latimer just stated fix the road. Mr. Twenter wants to know why the council wants to make this a six -lane road because of DR Horton and the homes they want to build. Country Lane is terrible just take the extra funds from Tolle Road and fix Country Lane. Mr. Noble said Tolle Road just needs to be fixed. Mr. Singleton said Cibolo still needs to keep the small-town heritage. We need to fix the road and we need your help. Mr. Palmer stated that the speeding on Tolle Rd is an everyday occurrence, and someone is going to get hurt.. We need this road fix as soon as possible. 4. Discussion/Action A. Discussion/Action on the final plan design for the Tolle Road rehabilitation project and wastewater line installation. The council was given a presentation with two options (option 1 and option 5). Both options were discussed, and the council had the opportunity to ask questions. Councilman Hicks made the motion to go with option #5 that was presented to repair Tolle Road. The motion was seconded by Councilman Mohoney. For: Councilman Hicks, Councilman Mahoney, and Councilman Benson. Against: Council Roberts, Councilwoman Cunningham, Councilwoman Sanchez - Stephens, and Councilman Hetzel. Motion failed with a vote of 3 to 4. Councilwoman Cunningham made the motion to table the item. The motion was seconded by Councilwoman Sanchez -Stephens. For: Councilwoman Cunningham, Councilman Roberts, Councilwoman Sanchez -Stephens, and Councilman Hetzel. Against: Councilman Benson, Councilman Mahoney, and Councilman Hicks. Motion carried 4 to 3. 5. Adjournment Councilwoman Cunningham made the motion to adjourn the meeting at 6:26 p.m. Motion was seconded by Councilwoman Sanchez -Stephens. For: All; Against: None.
