MINUTES OF CITY COUNCIL MEETING
THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING
ON TUESDAY, JANUARY 24, 1995, AT 7:00 P.M. AT THE MUNICIPAL
BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS
THE ORDER OF BUSINESS:
I. CALL TO ORDER.
II. ROLL CALL.
Mayor Bauder called the meeting to order at 7:00 p.m.
III. INVOCATION.
Councilman Bob Glisar opened the meeting with a prayer.
IV. PLEDGE OF ALLEGIANCE.
The Mayor led the pledge.
V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH)
Dr. Kermit Harborth, an area veterinarian, gave a speech on the
rabies outbreak in Texas and recommended actions to stem the
problem. He provided instructions for anyone who might be bitten by
an animal and discussed preventative measures.
VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF JANUARY 10, 1995
Jeff Miller moved for approval and Mark Buell seconded. Approved.
VII. PROCLAMATION DECLARING THE WEEK OF FEBRUARY 13TH "HOSA"
WEEK (HEALTH OCCUPATIONS STUDENTS OF AMERICA)
The Mayor read a proclamation declaring Health Occupations Students
of America Week in Cibolo and presents HOSA representatives with
the proclamation.
VIII. PRESENTATION FROM PARAGON CABLE
Gina Nevins of Paragon gave a presentation to the Council and
mentioned the pending purchase by Time Warner Communications. She
also provided an update on the problem of extending cable to the
elementary school and discussed the soon to be in place Emergency
Broadcast Network. The fiber optics installation is proceeding and
will be complete by 1998.
She said that Paragon would try to extend cable to anyone that
wants it. If the City would allow a street cut, Paragon would
extend services.

IX. PRESENTATION FROM RUDY RUIZ-- UPDATE ON MASTER PLAN
AND IMPACT FEES -- OF COMMUNITY DEVELOPMENT
Jocyln Murphy discussed the status of the City Master Plan and
asked for Council input on the direction the City might take. She
asked that the City begin developing goals and objectives.
The Mayor and Councilman Buell said that we need more business
zoning in Cibolo and opportunities for citizens to work here.
The Council expressed in linking IH35 to FM78 with a major road,
possibly an extension of FM1103 .
X. PLANNING AND ZONING ISSUES
A.DISCUSSION/APPROVAL OF A REQUEST FOR VARIANCE TO
ENCROACH ON THE SETBACK REQUIRED AT THE LONE STAR ICE AND
FOOD STORE ON HIGHWAY 78 IN ORDER TO BUILD AN ISLAND
CANOPY
Bob Glisar moves for approval of a variance to allow placement of
a fuel apron at the front of the property, second by Mark Buell.
Approved.
B. DISCUSSION/APPROVAL OF A REQUEST FOR VARIANCE TO PLACE
A MODULAR BUILDING ON PROPERTY OF ROBERT DEAN NEAR IH35
FOR PURPOSES OF OPERATING A BUSINESS
Jeff moved for approval of allowing a modular building to be
erected for the purpose of providing a temporary animal hospital,
second by Bob Glisar. Approved with Councilwoman Gail Douglas
abstaining.
XI. APPROVAL OF AMENDMENTS TO THE TRAFFIC ORDINANCE #379
A. ADDING STREETS AND SPEED LIMITS IN DEER CREEK
SUBDIVISION, PHASE I. , UNIT II.
Bob moved for approval, second by Jeff. Approved.
B. ADDING THROUGH STREETS AND CROSS STREETS TO SECTION
55-80 -- DEER CREEK SUBDIVISION, PHASE I. , UNIT II.
Bob moved for approval, second by Jeff. Approved.

XII. COMMENTS BY COUNCIL MEMBERS
Mark asked about the dedication of the new fire truck and regretted
that he could not attend the dedication of the unit.
XIII. COMMENTS BY STAFF
None.
XIV. COMMENTS BY MAYOR
The Mayor wanted to remind everyone about the rabies problem and
that Cibolo has a lot of wild animals.
