PLANNING AND ZONING MEETING

Call to Order — Meeting was called to order by Mr. Dufresne at 6:30pm.
2. Roll Call and Excused Absences — Members Present: Mr. Dufresne, Ms. Spencer, Ms. Delgado, Mr. Benson,
Ms. Delgado, Mr. Frias, Mr. M. Hicks and Ms. Latimer; Members Absent: Ms. Hale
3. Invocation / Moment of Silence —Mr. Dufresne ask all in attendance for a Moment of Silence.
4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning
and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to
include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the
meeting. Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken
on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual
response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All
remarks shall be addressed to the Commission as a body, and not to'any individual member thereof. Public
criticism of the Commission or any action, policy program or service provided by the City is not prohibited.
However, any person making personal, impertinent, or slanderous remarks to individual members of the
Commission while addressing the Commission may be requested to leave the meeting.
No citizens signed up to speak.
6. Consent Agenda
A. Approval of the minutes from November 13, 2019.
This item will be on the next agenda.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding the Replat/Final Plat of Red River Ranch Subdivision Unit 4.
Staff briefed this item to the members of the Planning and Zoning Commission. Mr. Dufresne opened the
Public Hearing at 6:40pm. No citizens wish to speak, and Mr. Dufresne closed the Public Hearing at 6:30pm.
8. Discussion/Action Items
A. Discussion/Action regarding the Replat/Final Plat of Red River Ranch Subdivision Unit 4.
Mr. Frias made the motion to approve the Replat/Final Plat of Red River Ranch Subdivision Unit 4. Motion
was seconded by Ms. Latimer. For: All; Against: None. Motion carred.
B. Discussion/Action regarding the Preliminary Plat of Red River Ranch Subdivision Unit 6.
Mr. Frias made the motion to approve the Preliminary Plat of Red River Ranch Subdivision Unit 6. Motion
was seconded by Ms. Spencer. For: All; Against: None. Motion carred.
C. Discussion/Action regarding amendments to the Final Plat of Cibolo Crossing Commercial Phase II
Subdivision.
D. MR. Frias made the motion to approve the amendments to the Final Plat of Cibolo Crossing Commercial Phase
II Subdivision. Motion was seconded by Ms. Delgado. For: All; Against: None. Motion carried.
9. UDC, CIP. Master Plan and Staff Updates
Staff stated that the UDC will be meeting tomorrow January 9 and that they would be going over color pallets.
Once the UDC is done going over the UDC there will be a joint meeting between UDC, Council, P&Z, EDC and
Parks. Staff will let everyone know the date at the next meeting. Staff updates are in the packet if anyone has a
question they can contact the office for information.
10. Items for future agendas — P&Z would like to have an update from the School District and the EDC.
11. Adjournment
Ms. Delgado made the motion to adjourn the meeting at 7:06pm. Motion was seconded by Mr. Frias. For: All;
Against: None. Motion carried.
