Main Street, Cibolo TX 78108 March 11, 2020 6:30 PM MINUTES Call to Order — Chairman Mr. Dufresne called the meeting to order at 6:30 pm. 2. Roll Call and Excused Absences — Members Present: Mr. Dufresne, Ms. Hale, Mr. Hicks, Ms. Latimer, and Mr. Frias; Members Absent: Mr. Benson. Ms. Hale made the motion to excuse the absence of Mr. Benson. Motion was seconded by Ms. Latimer. For: All; Against: None. Motion carried 4 to 0. Invocation — Mr. Dufresne requested a Moment of Silence. 4. Pledge of Allegiance — All in attendance recited the Pledge of Allegiance. Citizens to be Heard This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the meeting. Planning and Zoning Commission may not debate any non -agenda issue, nor may any action be taken on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual response to items brought up by citizens. (Attorney General Opinion — JC 0169) (Limit of three minutes each). All remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Public criticism of the Commission or any action, policy program or service provided by the City is not prohibited. However, any person making personal, impertinent, or slanderous remarks to individual members of the Commission while addressing the Commission may be requested to leave the meeting. No citizens to be heard. 6. Consent Agenda A. Approval of the minutes from February 12, 2020. Ms. Latimer made the motion to approve the consent agenda. Motion was seconded by Ms. Hale. For: All; Against: None. Motion carried 4 to 0. 7. Public Hearings A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony regarding the rezoning of 2.036 acres located at 444 Country Lane from the current zoning of High Density Residential (SF -6) to Community Retail/Service (C-2). s Mr. Dale from the Planning Department briefed the Planning and Zoning Commission on this item. Mr. Dufresne opened the public hearing at 6:37 pm. No one wish to speak, and the public hearing was closed at 6:37 pm. 8. Discussion/Action Items A. Discussion/Action and recommendation to the Mayor and City Council regarding the rezoning of 2.036 acres located at 444 Country Lane from the current zoning of High Density Residential (SF -6) to Community Retail/Service (C-2). Ms. Latimer made the motion to recommend approval to the City Council regarding the rezoning of 2.036 acres located at 444 Country Lane from the current zoning of High Density Residential (SF -6) to Community Retail/Service (C-2). Motion was seconded by Mr. Frias. For: All; Against: None. Motion carried 4 to 0. B. Discussion and Presentation by the Economic Development Department. This item was postponed until the April Planning & Zoning Meeting. 9. UDC, CIP, Master Plan and Staff Updates Mr. Klein informed the group that the UDC will meet at least one more time once all the comments are received. They hope to have a meeting sometime in the next couple weeks. Staff updates were in the packet. If anyone has question on the updates contact staff. 10. Items for future agendas — Presentation by the Economic Development Department. 11. Adiournment Mr. Frias made the motion to adjourn the meeting at 6:53 pm. Motion was seconded by Ms. Latimer.
