Minutes
1. Call to Order β Meeting was called to order by the Chairman Mr. Dufresne at 6:33 pm.
2. Roll Call and Excused Absences β Members Present: Mr. Benson, Mr. Dufresne, Ms. Hale, Mr. Frias and Ms.
Latimer; Members Absent: Mr. M. Hicks. Mr. Benson made the motion to excuse the absence of Mr. Hicks.
Motion was seconded by Ms. Latimer. For: All; Against: None. Motion carried 4 to 0.
3. Invocation - Mr. Dufresne ask for a Moment of Silence.
4. Pledge of Allegiance βAll in attendance recited the Pledge of Allegiance.
5. Citizens to be Heard
This is the only time during the Planning and Zoning Commission meeting that a citizen can address the Planning
and Zoning Commission. It is the opportunity for visitors and guests to address the Commission on any issue to
include agenda items. All visitors wishing to speak must fill out the Sign -In Roster prior to the start of the
meeting. Planning and Zoning Commission, may not debate any non -agenda issue, nor may any action be taken
on any non -agenda issue at this time however the Planning and Zoning Commission may present any factual
response to items brought up by citizens. (Attorney General Opinion β JC 0169) (Limit of three minutes each). All
remarks shall be addressed to the Commission as a body, and not to any individual member thereof. Public
criticism of the Commission or any action, policy program or service provided by the City is not prohibited.
However, any person making personal, impertinent, or slanderous remarks to individual members of the
Commission while addressing the Commission may be requested to leave the meeting. DUE TO THE
GOVERNORS DELARATION WE CANNOT HAVE MORE THAN 10 PEOPLE IN THE COUNCIL
CHAMBERS DURING THIS MEETING. This meeting is livestreamed. If anyone would like to make
comments on any matter regarding the City of Cibolo or on an agenda item and have this item read at this meeting
please email pcimics@cibolotx.gov or text 210-514-3495 before 6:30pm the date of the meeting.
Ms. Christine Budnik text a message in stating that she lives in Cibolo North adjacent to referenced property (item
7B). She wanted no decrease in landscaping buffer should be allowed due to close proximity of residential
neighborhood. We already have a hazmat operation in our backyard and need to keep residential areas just that
and not a commercial.
6. Consent Agenda
A. Approval of the minutes from March 11, 2020.
Ms. Hale made the motion to approve the consent agenda. Motion was seconded by Ms. Latimer. For: All;
Against: None. Motion carried 4 to 0.
7. Public Hearings
A. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding the rezoning of .23 acres located at 201 Bee Alley from the current zoning of High Density
Residential (SF -6) with Old Town Overlay to Community Retail/Service (C-2) with Old Town Overlay.
This item was briefed to the Planning and Zoning Commission by Ms. Gonzalez. Chairman Mr. Dufresne
opened the public hearing at 6:40 pm. No one wish to speak, and he closed the public hearing at 6:40 pm.
B. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding a variance request to reduce the 15' landscaping buffer where off-street parking abuts a public ROW
for certain real property located at 146 Buffalo Trail.
The Planning and Zoning Commission was briefed by the Planning Department on this item. Chairman Mr.
Dufresne opened the public hearing at 6:42 pm. No one signed up to speak and the public hearing was closed
at 6:42 pm.
C. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding an update to the Future Land Use Map of approximately 10 acres generally located at 245 Borgfeld
Road from the current Transitional/Neighborhood Residential designation to Neighborhood Commercial.

D. The City of Cibolo Planning and Zoning Commission will hold a public hearing to hear public testimony
regarding a rezoning of 5 acres generally located at 245 Borgfeld Road from the current zoning of Multi -
Family (MF -1) to Community Retail/Service (C-2).

8. Discussion/Action Items
A. Discussion/Action and recommendation to the Mayor and City Council regarding the rezoning of .23 acres
located at 201 Bee Alley from the current zoning of High Density Residential (SF -6) with Old Town Overlay
to Community Retail/Service (C-2) with Old Town Overlay.
Ms. Latimer made the motion to recommend to the City Council approval of the rezoning of .23 acres located
at 201 Bee Alley from the current zoning of High Density Residential (SF -6) with Old Town Overlay to
Community Retail/Service (C-2) with Old Town Overlay. Motion was seconded by Ms. Hale. For: All;
Against: None. Motion carried 4 to 0.

D. Discussion/Action regarding the Preliminary Plat of Buffalo Crossing II Collector.
Ms. Hale made the motion to approve the Preliminary Plat of Buffalo Crossing II Collector. Motion was

9. Adjournment
Mr. Benson made the motion to adjourn the meeting at 7:06 pm. Motion was seconded by Mr. Frias. For: All;
