Min CC 04/11/1995 MINUTES OF CITY COUNCIL MEETING THE CIBOLO CITY COUNCIL CONVENED IN A REGULARLY SCHEDULED MEETING ON TUESDAY, April 11, 1995, AT 7:00 P.M. AT THE MUNICIPAL BUILDING, 109 SOUTH MAIN STREET, CIBOLO, TEXAS. THE FOLLOWING WAS THE ORDER OF BUSINESS: I. CALL TO ORDER. Mayor Sam Bauder called the meeting to order at 7:00 p.m. II. ROLL CALL. All members were present. Staff was represented by City Attorney Ron Flake, Police Chief Wes Suiter and City Administrator Chuck Balcar. III. INVOCATION. Bob Glisar provided the opening prayer commemorating the Easter Season. IV. PLEDGE OF ALLEGIANCE. Mayor Bauder led the pledge. V. CITIZENS TO BE HEARD. (LIMIT 3 MINUTES EACH) The Mayor presented Cibolo Fire Department Assistant Chief Kenny Brannon with a check for $3, 900 from Bexar Metro E911 for purchase of a generator and other equipment. VI. CONSENSUS ITEMS: A. APPROVAL OF MINUTES OF March 28, 1995 Jeff Miller moved for approval, second by Mark Buell. Approved. B. APPROVAL OF CHECK REGISTER FOR March, 1995 Bob moved for approval, seconded by Mark. Approved. C. GVEC REQUEST FOR A STREET CUT ON DIETZ ROAD The Council asked about the street cut and why action was required. Chuck Balcar said that the City has a policy of no streets cuts and since this was a variance from that the policy he felt it required Council action. Ron Flake commented that the City still did not own Dietz Road, but was just establishing a proper procedure. VII. PRESENTATION ON RECYCLING FROM CIBOLO GRANGE REPRESENTATIVE Hazel Scott, a member of the AACOG Regional Solid Waste Task Force, updated the Council on adopted State regulations concerning reduction of solid waste targets and offered that the Grange was interested in taking on recycling as a service project. SB 1314 set targets for waste reduction, including 40% by 2000. Henry Guiterrez of Alamo Waste explained steps that were underway to meet those goals. Chuck Balcar pointed out that under a current ruling, the City could not contract out for the recycling service, but that there was legislation under consideration that would give General Law Type A cities the power to enter into third party contracts. VIII. DISCUSSION/APPROVAL OF CHANGE IN RATES FOR COMMERCIAL ROLL-OFF TYPE IV CONTAINERS FOR ALAMO WASTE Bob moved for approval of the new rates and Gail Douglas seconded the motion. Approved. IX. APPOINTMENT OF A PARKS AND RECREATION COMMISSIONER The Mayor named Joni Hogue as the new Commission and Council gave its approval. X. RESOLUTION CONCERNING EMERGENCY MANAGEMENT AGREEMENT WITH GUADALUPE COUNTY Motion to approve by Bob Glisar, second by Mark Buell. Approved. XI. DISCUSSION OF TML REGION 7 CONFERENCE IN SEGUIN ON APRIL 21, 1995 The Mayor, Jeff, Gail and the City Administrator will attend. XII. EXECUTIVE SESSION PURSUANT TO SECTION 551.072 OF THE TEXAS GOVERNMENT CODE CONCERNING DISCUSSIONS ON PURCHASES OF REAL PROPERTY A. DISCUSSION ON PURCHASE OF LAND OR PROPERTY FOR FUTURE CITY OF CIBOLO EXPANSION OF MUNICIPAL FACILITIES The Mayor took the Council into executive Session at 7:35 p.m. B. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION The Mayor reconvened at 8:00 . No action was taken but the City Administrator was asked to set up a time for the Council to review the property. XIII. COMMENTS BY COUNCIL MEMBERS Bob noted that the sunrise service at Clemens High School would be held at 6:30 a.m. Mark announced that Jack Tokar was the new Chairman of the Cibolofest Committee. There will again be a golf tourney and the covering of the slab will be the goal of the committee. Chuck Ridge asked about the highway department dumping of dirt behind the park. Jeff Miller mentioned that the CRWA meeting of Monday had been cancelled but that he did not receive the word. XIV. COMMENTS BY STAFF XVI. COMMENTS BY MAYOR The Mayor said there will be a joint meeting of Parks and Planning Commissions on April 18. At 7:30 p.m. that evening the Council will view a property under consideration for purchase by the City. XVII. ADJOURNMENT Bob Glisar made the motion.
