A RESOLUTION OF THE MEMBERSHIP OF THE NORTHEAST
PARTNERSHIP OPPOSING PROJECTED AQUIFER
MANAGEMENT FEES, CALLING FOR A PUBLIC MEETING OF
THE LEGISLATIVE OVERSIGHT COMMITTEE OF THE
EDWARDS AQUIFER AUTHORITY, AND REQUESTING A
REVIEW OF THE EDWARDS AQUIFER AUTHORITY BUDGET
PROCESS
WHEREAS, on June 1, 2000, the Edwards Aquifer Authority sent notice to all
Municipal groundwater permit applicants of the projected aquifer management
fee for the Budget Year beginning January 1, 2000;
WHEREAS, the projected fee of $ 37.00 per acre foot represents a 100%
increase in the aquifer management fee;
WHEREAS, we feel the projected fee is excessive and raises concerns regarding
budgetary oversight of the Edwards Aquifer Authority; and,
WHEREAS, the Legislative Oversight Committee of the Edwards Aquifer
Authority is charged with monitoring the progress of the Aquifer Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERSHIP OF THE
NORTHEAST PARTNERSHIP,
THAT, we call upon the Legislative Oversight Committee of the Edwards Aquifer
Authority to meet in public session to receive comments on the general operation
of the Edwards Aquifer Authority as well as comments relating to the projected
management fee;
THAT, we request that such a meeting be conducted in sufficient time to impact
the planning process for the Edwards Aquifer Authority's Year 2001 Budget;
THAT, a thorough review of the Edwards Aquifer Authority's budget process be
undertaken by the Legislative Oversight Committee with particular emphasis on
appropriateness of expenditures, prioritization of expenditures and municipal
entity approval of proposed budgets.
