A RESOLUTION BY THE CITY COUNCIL OF THE
CITY OF CIBOLO, TEXAS SUPPORTING THE
j SEPARATION OF COMPETITION FOR FEDERAL
AND STATE GRANTS FUNDING AS ADMINISTERED
THROUGH THE TEXAS DEPARTMENT OF COMMUNITY
i AFFAIRS; ESTABLISHING SEPARATE COMPETITION
FOR FUNDING FOR GENERAL LAW CITIES (UNDER
5,000 POPULATION), AND CITIES OF HOME RULE
CHARTER (5,000 AND OVER POPULATION).

WHEREAS, it is realized that the majority of federal
and state grants require a percentage of local matching funds;
�i and
WHEREAS, the scoring of applications takes into con-
sideration the willingness of local support measured through the
commitment of local matching funds; and
WHEREAS. it is further realized that smaller cities
falling into the category "General Law Cities" cannot realisti-
cally compete with large municipalities (Home Rule) for funding
due to their limited funds matching capability, and for this
reason are unable to successfully apply for funding under the
current regulations established by the Texas Department of Com-
munity Affairs; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CIBOLO, TEXAS:
THAT the Texas Department of Community Affairs consider the estab-
lishment of a separation of funding competition between General
Law cities and Home Rule Charter cities in their 1986 funding
programs.
