THE CITY COUNCIL OF CIBOLO CONDUCTED A REGULARLY SCHEDULED MEETING ON
TUESDAY, NOVEMBER 28,AT 7:00 P.M.AT THE MUNICIPAL BUILDING,109 SOUTH MAIN
STREET,CIBOLO,TEXAS.THE FOLLOWING WAS THE ORDER OF BUSINESS:
I. CALL TO ORDER.
Mayor Sam Bauder called the meeting to order at 7:00 PM
H. ROLL CALL.
Councilman Jeff Miller was absent.Present were Mayor Bauder, Councilman Bob Glisar, Councilman
Chuck Ridge and Councilwoman Gail Douglas and Councilman Mark Buell
III. INVOCATION.
Councilman Glisar provided a special prayer.
IV. PLEDGE OF ALLEGIANCE.
Mayor Bauder led the pledge.
V. CITIZENS TO BE HEARD. (LMT 3MIINUTES EACH)
None were present.
VI. CONSENSUS ITEMS:
A. APPROVAL OF MINUTES OF NOVEMBER 14,1995
Mr. Glisar moved for approval, second by Ms.Douglas.Approved.
VII. REVIEW/APPROVAL OF A VARIANCE REQUEST BY FRANK GARCIA TO
ALLOW PLACEMENT OF A MODULAR HOME ON A.243 ACRE TRACT OF LAND ON
HAECKERVILLE ROAD,BRACKEN SURVEY NO. 65, ABSTRACT NO. 57
Mr. Glisar made a motion to approve the variance subject to the four requirements provided in a letter from the
Planning and Zoning Commission which included:the home must be new,it must be skirted,it must be anchored in
the manner required by the state and it must not deviate from the proposed plan by more than 15 percent.
VIII. DISCUSSION/ACTION ON SUBMISSION OF WATER TRANSFER PERMIT APPLICATION
TO THE EDWARDS UNDERGROUND WATER DISTRICT
David Davenport of the Canyon Regional Water Authority encouraged the Council to resubmit the application even
though the legality of the existence of the EDWARDS UNDERGROUND WATER DISTRICT is in court.
Councilman Ridge moved that the City submit the water transfer application and request a waiver of the$1,000 fee,
second by Mr.Buell.Approved.
IX. INTRODUCTION OF NEW EMPLOYEES
Chuck Balcar told the Council that Teddi Young had been hired as the police department clerk and Don Mizera
would be the part-time public works employee.

X. PURSUANT TO SECTION 551.071 (1)(A)OF THE TEXAS
GOVERNMENT CODE CONCERNING DISCUSSIONS WITH THE CITY
ATTORNEY
The Mayor canceled the executive session.
A. LITIGATION WITH FORMER CITY ADMINISTRATOR DAVID WALKER
B. RECONVENE IN OPEN SESSION AND TAKE NECESSARY ACTION
XI. COMMENTS BY COUNCIL MEMBERS
Mr.Buell mentioned that Main Street had been dug up by Entex and was not repaired to his satisfaction.
XII. COMMENTS BY STAFF
Albert Uresti, administrative intern to the City Administrator,presented Council with a revised copy of a proposed
new subdivision ordinance.
XIII. COMMENTS BY MAYOR
None.
XIV. ADJOURNMENT
Mr. Glisar made the motion.
