( MINUTES OF PUBLIC HEARING
AUGUST 5, 1986
1. CALL TO ORDER.
Mayor Bill Little called the meeting to order at 6:40 p.m.
2. ROLL CALL.
Council Members Dannie Bishop, Fred Niemietz, Tex Farnsworth,
and Mayor Little were present. Charles Jupe was absent due to
out of town business. T.J. Harris was delayed (arrived at 6:55
p.m.) due to a death in the family.
3. LISTEN TO CITIZENS REQUESTS REGARDING 86/87 FISCAL YEAR BUDGET
AND/OR ANY REVENUE SHARING FUNDS.
John Sippel, former Mayor of Cibolo, spoke regarding the claim
by C.P. Vaughan that the City should reimburse for a connection
for Lot 8, Block 2, Four Leaf Subdivision to the water and sewer
lines laid by Mr. Vaughan in the Four Leaf Subdivision. Mr. Sippel
stated that the agreement had been made during his administration
and that the bill according to Mr. Vaughan, as presented by
Mr. Sippel, is as follows:

Mr. Sippel requested the City to pay this amount to Mr. Vaughan.
Mayor Little replied that City Attorney Harvey Hardy has advised
that it -is illegal to take City Funds to pay Mr. Vaughan since no
actual contract was signed, no ordinance or resolution to support
the claim, and no bill presented until after the property was
connected to water and sewer mains.
Mr. Sippel maintained that he felt the Council should make the
payment.
Mayor Little again replied that, per the City Attorney, the City
is not at liberty to make the payment.
